Sewer System Improvements - Dumbarton Avenue, Oakside Avenue, Fair Oaks Avenue, Barron Avenue, Bay Road, 12th Avenue, and Spring Street - Fair Oaks Sewer Maintenance District (County Project No. SF600, F-36 [373A])

 

Recommendation

Acting as the governing Board of the Fair Oaks Sewer Maintenance District, adopt a resolution awarding and authorizing execution of a contract for the improvement of sanitary sewer mains in portions of the streets as described above.

The proposed project will improve the condition of the sewer system for the benefit of the public.

 

Background

Previous Board Action

Adopted Resolution No. 067278 on April 26, 2005, which adopted plans and specifications, determined prevailing wage scales and called for sealed proposals for the above-mentioned project.

 

History

The proposed project is consistent with the recommendations of the previously approved System Evaluation Study of the District’s facilities. We have also included the construction of a storm drain that parallels the proposed sewer work near 12th Avenue and Edison Way, as the storm drain was omitted from the previous Edison Way Reconstruction Project due to unresolved utility facility conflicts at that time.

 

Discussion

On Tuesday, May 24, 2005, bids were accepted for this project and subsequently referred to this office for checking and recommendation. The bids have been checked and the bid of:

at $2,176,543 was the lowest bid received.

 

The Engineer’s estimate was $2,500,000. A summary of the bids received is as follows:

We have reviewed the Contract documents and have determined that the Equal Employment (Affirmative Action) program submitted by JMB Construction Inc. is in accordance with the current Affirmative Action Guidelines.

 

A resolution has been approved as to form by County Counsel.

 

Fiscal Impact

The total estimated cost for construction is $2,400,000, which includes a ten percent (10%) contingency, (approximately $223,400) as the work is bid on a unit price basis (i.e., per linear foot of pipe, per each sanitary sewer lateral connections, etc.). The contingency is used to pay the contractor for any additional units of items used, as the actual costs will be based on the actual measurement of the items replaced, installed or reconstructed as part of the project. The project will be financed as follows:

Sufficient Fair Oaks Sewer Maintenance District and Roadway Mitigation funds are available to finance the work.

 

There is no impact to the General Fund.
