Agreement with the AIDS Community Research Consortium

 

RECOMMENDATION:

Adopt a resolution:

 

A)

Authorizing the President of the Board to execute an Agreement with the AIDS Community Research Consortium (ACRC) in the amount of $285,070 to provide health education and a food services program, for the period of March 1, 2005 to February 28, 2006; and

 

B)

Authorizing the Director of the Health Department to execute subsequent Amendments and minor modifications not to exceed $25,000 and to make minor changes in the types of services and activities provided under the Agreement.

The agreement contributes to these commitments and goals by providing health education and a food program to help improve the quality of life for people with HIV/AIDS.

BACKGROUND:

ACRC has been successfully providing health education and food services to HIV/AIDS clients since 1998. These services have enabled numerous HIV/AIDS clients to obtain proper nutrition, maintain stable and healthier lifestyles, keep medical appointments, and adhere to increasingly complex medication regimens.

On February 15, 2005 your Board approved Resolution No. 067182, authorizing the Controller to continue payments on the previous Agreement for the period of March 1, 2005 to June 30, 2005, which allowed continuation of services until funding notification was received.

Requests for Proposals (RFPs) for health education and food services, for the three-year period of March 1, 2004 to February 28, 2007, were released in November 2003. This is the second year of services provided by contractor. Contracts are completed on an annual basis due to the uncertainty of funding.

 

DISCUSSION:

SMCAP has received funds from the State Office of AIDS and Ryan White CARE Act, Title I to provide a food program and health education to individuals and families with HIV/AIDS. The goal of these programs is to provide AIDS clients with education, information and support that will enable them to stay healthy as long as possible.

The San Francisco Redevelopment Agency informed SMCAP of the amount of the grant in early May 2005.

County Counsel has reviewed and approved the Resolution and Agreement as to form.

 

FISCAL IMPACT:

The term of the agreement is March 1, 2005 through February 28, 2006. The maximum amount of funding for the agreement is $285,070. The AIDS Program budget for FY 2004-05 includes funds in the amount of $95,023, and the recommended budget for FY 2005-06 includes $190,047. Any ongoing expenditures will be reduced if future funding is not available. Maintenance of County effort is required for all CARE funding which amounts to the Net County Cost for the AIDS Program for FY 2004-05 of $373,000.
