SUBJECT:

Resurfacing of a Portion of Pescadero Creek Road - Dearborn Park Road to 1.5 Miles West of Dearborn Park Road - Loma Mar Area [Federal Aid Project No. STPL-5935 (031)] (Project No. RF101, F-230 [A])

 

Recommendation

Adopt a resolution awarding and authorizing execution of a contract for the above referenced project.

The resurfacing of this portion of Pescadero Creek Road will improve the condition of the road for the benefit of the public.

 

Background

Previous Board Action

Adopted Resolution No. 067036 on November 9, 2004, which authorized the Director of Public Works to submit an application for Federal Surface Transportation Program Funding to finance a portion of the cost to resurface Pescadero Creek Road within the above-described limits.

 

Adopted Resolution No. 067319 on May 17, 2005, adopting plans and specifications, determining prevailing wage scales, and calling for sealed proposals for the above referenced project.

 

History

On June 7, 2005, bids were accepted for this project and subsequently referred to this office for checking and recommendation.

 

Discussion

The bids have been checked and the bid of:

at $396,844.35 was the lowest bid received. The Engineer's estimate was $410,000. A summary of the bids received is as follows:

We have reviewed the contract documents and have determined that the Equal Employment (Affirmative Action) program submitted by Half Moon Bay Grading and Paving, Inc., is in accordance with the current Equal Employment Guidelines.

 

The project qualifies for a Categorical Exemption pursuant to Section 15301.C of the Guidelines for Implementation of the California Environmental Quality Act (CEQA), and a Coastal Development Permit Exemption (CDX). The CEQA Notice of Exemption has been filed with the County Clerk Recorder as provided by County guidelines.

 

A resolution has been approved as to form by County Counsel.

 

Fiscal Impact

The total estimated cost of this project is $436,600, which includes a ten percent (10%) contingency as the work is bid on a unit price basis (i.e., ton of asphalt concrete placed, square yard of pavement repair, etc.). The contingency is used to pay the contractor for any additional material placed as the actual tonnage used depends on the unit weight of the asphalt and the tolerances for the actual thickness of pavement placed.
