BACKGROUND/DISCUSSION:

Dr. Michael Siegel has provided neurology clinic services to the San Mateo Medical Center for the last three years. Neurology service is a non-surgical specialty area that addresses many of the root causes for neurological disorders, nerve damage, and pain. In particular, the discipline serves as a basis of differential diagnoses for most core medical specialty areas: uneven balance and gait as it relates to brain tumors; apnea and sleep disorders as they pertain to ENT; the impact of seizures captured through EEG and EMG readings; back problems related to spinal nerve damage, and brain disorders, including chemical imbalances and mental status. SMMC has a continuous need for neurology services and Dr. Siegel offers the hospital the benefits of an experienced practitioner familiar with the complex nature of the County patient base.

Contractor productivity is being measured by the current Medicare Resource-Based Relative Value Scale (RBRVS) Relative Value Work Units (RVUs), an industry-wide measurement of medical care that indicates the level of quality standards being met by an individual practitioner. The projected increase in productivity reflects Dr. Siegel’s increasing his monthly clinics to eight clinics per month, and increasing the number of surgical cases he will be able to perform due to SMMC opening a third operating room.

This Agreement is a decrease of 1% from the previous Agreement and incorporates current HIPAA language. Risk Management and County Counsel have approved the Agreement.

TERM AND FISCAL IMPACT:

The term of the Agreement is April 1, 2005 through March 31, 2008. The maximum amount the County shall be obligated to pay Contractor is $300,477.67, which represents an overall decrease of 1%. In comparison to the previous maximum contract amount of $304,965. Funds are included in the San Mateo Medical Center’s FY2004-05 Adopted Budget and FY2005-06 Recommended Budget.
