BOARD OF SUPERVISORS, COUNTY OF SAN MATEO, STATE OF CALIFORNIA

RESOLUTION WAIVING THE REQUEST FOR PROPOSAL PROCESS AND AUTHORIZING THE EXECUTION OF AN AGREEMENT BETWEEN THE COUNTY OF SAN MATEO AND FIRST 5 SAN MATEO COUNTY FOR THE FYs 2005-2008

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that

 

WHEREAS, children who attend preschool are more likely to: succeed in school and in life; be higher achievers on standardized tests; graduate high school and go to college; develop better social and emotional skills and have more self-confidence; and are less likely to be involved in crime, have unwanted teen pregnancies or become dependent on welfare; and

 

WHEREAS, San Mateo County is taking the lead as the first county in the State of California to implement Preschool for All, and is committed to the goal of providing access to a high quality, voluntary preschool experience for every three (3) and four (4) year old in the county by 2010; and

 

WHEREAS, First 5 San Mateo County has committed $8.2 million for the first three (3) years of the program and an additional $2.7 million per year for an additional seven (7) years, and First 5 California has committed $1 million per year for the first three years; and

 

WHEREAS, the best interests of the County of San Mateo would be served by waiver of the Request for Proposal; and

 

WHEREAS, there has been presented to this Board of Supervisors for its consideration and acceptance an Agreement in the amount of $1,750,000, for the term of July 1, 2005 to June 30, 2008, reference to which is hereby made for further particulars, whereby the Human Services Agency will transfer $1,750,000 to First 5 San Mateo County to support Preschool for All by providing funds for implementation of high quality preschool for at least 519 children; and

 

WHEREAS, this Board of Supervisors has been presented with a form of such Agreement, and said Board has examined and approved it as to both form and content and desires to enter into same.

 
 

NOW, THEREFORE, IT IS HEREBY DETERMINED AND ORDERED that the President of this Board of Supervisors is hereby authorized and directed to execute said Agreement for and on behalf of the County of San Mateo; and the Clerk of this Board shall attest the President’s signature thereto.

 

BE IT FURTHER ORDERED AND DETERMINED, that the Request for Proposal process is hereby waived.
