RESOLUTION SUPPORT OF SB 803 (DUCHENY), ONGOING SUBSTANCE ABUSE AND CRIME PREVENTION ACT OF 2005

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that
|
|
WHEREAS, approved by voters in November 2000, Proposition 36, the Substance Abuse and Crime Prevention Act (SACPA), requires the use of probation and drug treatment rather than incarceration, for possession, use, transportation of controlled substances and related parole violations, where completion of drug treatment is a condition of probation; and
|
|
WHEREAS, the funding for SACPA ends this fiscal year, despite the ongoing requirements of the proposition; and
|
|
WHEREAS, San Mateo County continues to meet the requirements of SACPA with completion of treatment of those that enroll ranging from approximately 29% to 41% depending on the level of treatment; and
|
|
WHEREAS, SB 803 states the Legislature’s intent to appropriate $120 million annually in support of SACPA;
|
|
NOW, THEREFORE, IT IS HEREBY DETERMINED AND ORDERED that the Board of Supervisors by adoption of this resolution does hereby support SB 803.
