SUBJECT:

San Carlos Airport Concession Agreement with ATP-Pacific Inc. dba Bel-Air International (Lease No. 5306)

 

RECOMMENDATION:

Adopt a Resolution authorizing the President of the Board of Supervisors to execute a Concession Agreement with ATP Pacific dba Bel-Air International to provide flight training, aircraft sales, aircraft rental, aircraft maintenance services and air taxi and charter services at the San Carlos Airport. (4/5ths vote required).

Goal 20: Government decisions are based on careful consideration of future impact, rather than temporary relief or gain. The Concession Agreement contributes to this commitment and goal by providing these desirable services to the public at the San Carlos Airport.

 

BACKGROUND:

Since 1997, Bel-Air International has operated a concession at the San Carlos Airport. The current concession expired May 31, 2004 at the time that the master lease of the facility to Fairmount Industries was scheduled to expire. Resolution No. 066683, adopted June 8, 2004, authorized extension of the Fairmount Industries lease through May 31, 2006. Since that extension, Bel-Air has operated on a month-to-month basis as set forth in the holdover provision of their concession agreement. Both Bel-Air International and the Director of Public Works would like to extend the term through May 31, 2006 to coincide with the expiration of the Fairmount master lease and Bel-Air’s sublease agreement.

 

DISCUSSION:

The Concession Agreement adds aircraft maintenance services to Bel-Air International’s permitted operations, increases the minimum monthly fee from $500 to $1,000 and extends the term through May 31, 2006. County Counsel has reviewed and approved the resolution and agreement as to form.

 

FISCAL IMPACT:

Under the terms of the new concession agreement the minimum monthly fee will increase from $500 to $1,000 per month. Bel-Air International will also pay $100 for each aircraft sold.
