SUBJECT:

Children’s Collaborative Action Team (CCAT) Annual Update

RECOMMENDATION:

Accept the CCAT Annual Update report.

VISION ALIGNMENT:

Commitment: Ensure Basic Health and Safety for All

Goal 6: All children grow up healthy in safe and supportive homes and neighborhoods.

BACKGROUND:

CCAT is an independent organization whose mission is to provide leadership in child abuse prevention by coordinating resources and raising community awareness through education and training. CCAT membership is made up of both County Agency representatives and representatives of various community-based agencies dedicated to child abuse prevention and intervention.

Since its inception in 1988 (as the Children’s Executive Council Action Team), CCAT has worked on behalf of the children and families in our community, accomplishing many important activities such as initiating the work of the Children’s Report, acting as San Mateo County’s designated Child Abuse Prevention Coordinating Council, and distributing funding sources such as Child Abuse Prevention, Intervention and

Treatment (CAPIT) funds and Community-Based Child Abuse Prevention (CBCAP) funds to community agencies through a Request for Proposal (RFP) process every three years. CCAT also acts as administrator of AB2994 and Kids Plate funds.

CCAT was redesignated as administrator of these funds and as the San Mateo County Child Abuse Prevention Council by the Board of Supervisors on July 26, 2005. The Human Services Agency acts as CCAT’s fiscal agent.

DISCUSSION:

During FY 04/05, CCAT has worked to enhance and improve its organizational structure as well as those of its subcommittees, the Adolescent Collaborative Action Team (ACAT), the Public Awareness and Education Subcommittee, and the Family Community Advisory Committee (FCAC); completed the RFP process for the distribution of approximately $300,000 in CAPIT/CBCAP funding; identified the primary focus areas for FY 05/06; participated in April Child Abuse Awareness activities; and moved from being co-chaired by County Agency staff to being co-chaired by community agency staff. This change in leadership demonstrates the increased independence of CCAT as a community-based, community- driven organization.

FISCAL IMPACT:
