Appointment of Directors to the Ladera Recreation District and Skyline County Water District in Accordance with Elections Code §10515(b)

RECOMMENDATION:
|
Adopt a resolution appointing William Stronck to the position of Director of the Skyline County Water District and Richard Hamner to the position of Director of the Ladera Recreation District in accordance with Elections Code §10515(b).
|

BACKGROUND:
|
Warren Slocum, the Chief Elections Officer has certified that certain offices were scheduled to appear on the ballot for the Consolidate Special Statewide election to be held throughout the County of San Mateo on Tuesday, November 8, 2005. Mr. Slocum has determined that for one position for Director of the Skyline County Water District that has a four year term, no candidate filed a declaration of candidacy within the prescribed time period. Mr. Slocum has also determined that for one position of the Ladera Recreation District that has a four year term, no candidate filed a declaration of candidacy within the prescribed time period.

Elections Code '10515 authorizes and directs the Board of Supervisors, as the supervising authority under the Uniform District Election Law, to make an appointment for the Districts in these circumstances.

DISCUSSION:
|
On August 24, 2005, this Board referred the matter of the appointments to the Skyline County Water District and Ladera Recreation District for recommendations. The Districts have each submitted a recommendation for the appointment. Both recommended appointees are registered voters within the respective Districts.
|
|
|
The Ladera Recreation District recommends Richard Hamner. Mr. Hamner and his family have resided in Ladera for thirty years. A letter from the District regarding Mr. Hamner is attached. Mr. Hamner and his family have been active users of the District’s facilities.
|
|
|
The Skyline Water District recommends William Stronck. Mr. Stronck has over twenty years experience in the construction industry in a variety of capacities including Senior Estimator, Area Project Manager, Project Engineer, and Conceptual Designer for several design and general contracting firms. A letter regarding Mr. Stronck from the District is attached.

|
The appointed Directors would assume office the first Friday in December.
