Consideration of Affordability Agreement for One Affordable Housing Unit at 100 Serenity Valley Road, Pescadero.

 
 

RECOMMENDATION:

 

Adopt a resolution:

   

A.

Authorizing an Agreement between the County of San Mateo and the Leonard Shustek Trust and Donna L. Dubinsky Trust, to provide permanent affordable housing at 100 Serenity Valley Road, Pescadero (Attachment A).

   

B.

Authorizing The Board President to execute and the County Manager or his designee to record the Agreement (Attachment B) and any other documents that may be required to implement the Agreement.

The Agreement furthers the above commitment/goal by securing one unit of affordable housing for very low, low or moderate income households in the Pescadero area.

BACKGROUND

 

LCP Policy 3.23 allows a density bonus for affordable housing to be built in rural areas of the Coastal Zone. Pursuant to this policy, on July 15, 2004, the County approved a Coastal Development Permit and Resource Management District Permit (County File No. PLN 2002-00510) to locate a new 1,350 sq. ft. manufactured residence (with a 400 sq. ft. attached garage) to be designated as affordable housing on the subject property.

 

SUMMARY

 

As a condition of the project approval, the owner of the property is required to enter into an agreement with the County to restrict the use of the housing unit to occupancy by a very low, low or moderate income household. The attached agreement satisfies that condition.

 

Policy 3.23 allows an initial allocation of 30 affordable density bonus units to be built in rural areas of the South Coast and 10 units in the rural Midcoast, for a total of 40 units. At present, 20 units (including the subject unit) have been authorized in the South Coast and 5 in the Midcoast, for a total of 25 units.

 

County Counsel, the Housing Department and Real Property have reviewed the agreement.

 

FISCAL IMPACT:

 

Nominal cost to Planning Division to monitor compliance with agreement periodically or upon transfer of title.
