Agreement with Tamar Meidav, M.D.

 

Recommendation

Adopt a resolution:

1)

Authorizing the President of the Board to execute an agreement with Tamar Meidav, M.D. for the provision of psychiatry services for the term July 1, 2005 through June 30, 2007, for a maximum obligation of $261,404; and

   

2)

Authorizing the Director of Health to execute subsequent amendments and minor modifications not to exceed $25,000 in aggregate and to make minor changes in the types of services and activities provided under the Agreement.

The agreement contributes to this commitment and goal by providing psychiatric services for children and youth at Youth Case Management and at various mental health clinics.

Background

There has been a shortage of adult and child psychiatrists in California and in the nation for the past several years. Mental Health has found it extremely difficult to fill adult and child psychiatrist positions. Physicians are exempt from the requirement for a Request for Proposals process, and Mental Health Services Division runs advertisements for specialty psychiatric services on a regular basis in the Northern California Psychiatric Newsletter and other venues as needed. Dr. Meidav was selected from candidates who responded to those advertisements.

 

Mental Health Services has contracted with Dr. Meidav since November 2003.

 

Discussion

Dr. Meidav will provide psychiatric services for children and youth at various mental health clinics. The services shall include child and youth medication evaluation and treatment, psychotherapy and family consultation, residency training, case consultation to staff, and other duties as assigned.

 

The term of this agreement is July 1, 2005 through June 30, 2007. The agreement has been reviewed and approved by County Counsel and Risk Management. The agreement with Dr. Meidav is currently on the Continuing Resolution.

 

Fiscal Impact

Contract physicians receive the same payment scale as was negotiated by the Independent Practice Association (IPA). A 3% COLA has been included for FY 2005-06 and a 4% COLA has been included for FY 2006-07.

 

The contract maximum is $261,404 for the two-year term. The maximum for FY 2005-06 is $128,139 which has been included in the approved FY 2005-06 budget for Mental Health Services. State and federal Medi-Cal will fund $90,979. A total of $11,533 is funded through the Human Services Agency out-of-home placement fund. Healthy Families and Healthy Kids insurance programs will fund $1,281. Sales tax through Realignment will cover $24,346. There is no Net County Cost.

 

The maximum for FY 2006-07 is $133,265, which is included in the FY 2006-07 budget for Mental Health Services.
