Agreement with the California Department of Health Services

   

RECOMMENDATION:

Adopt a resolution:

A)

Authorizing an Agreement with California Department of Health Services, to provide HIV services for the term of July 1, 2004 to June 30, 2007, for a total obligation not-to-exceed $4,186,170;

   

B)

Authorizing the Director of the Health Department to sign memoranda of understanding for the programs related to the Agreement; and

   

C)

Authorizing the Director of the Health Department to execute subsequent amendments and minor modifications not-to-exceed $25,000 per amendment.

 
VISION ALIGNMENT:

Commitment: Ensure basic health and safety for all.

Goals 5 and 8: Residents have access to healthcare and preventive care; and help vulnerable people – the aged, disabled, mentally ill, at-risk youth and others – achieve a better quality of life.

 

The agreement contributes to these goals by providing education, outreach and testing services to individuals at risk for transmission of HIV; making AIDS case management available to individuals affected by HIV/AIDS; and by generating surveillance information that enables our program to develop specific strategies to best meet our client’s needs. These performance measures reflect improvement from the previous year.

BACKGROUND:

Since 1993, the California Department of Health Services (CDHS) has been providing funding to SMCAP to provide a continuum of services that include HIV prevention and education, high risk outreach and testing, case management and AIDS surveillance.

 
As one of the larger providers of HIV/AIDS services in California, the San Mateo County AIDS Program (SMCAP) serves over 560 clients with HIV infection annually. In addition, approximately 25,000 prevention and education contacts are made per year, and over 2,000 clients receive antibody testing annually.
 
DISCUSSION:

Funds from CDHS provide for personnel and operating costs for the AIDS Program; surveillance services provided by the Epidemiology & Surveillance Disease Control and Prevention Unit of the Public Health Division; AIDS case management provided by the department of Aging and Adult Services; HIV prevention education; and high risk testing and outreach provided through community-based organizations.

 

The grant from CDHS will provide funding in the amount of $1,395,390 annually for fiscal years 2004-05, 2005-06 and 2006-07. The Agreement was received from the State in late November 2004.

 

Over the years, your Board has extended signature authority for memoranda of understanding to the Director of the Health Department, which has facilitated the contract approval process.

 

County Counsel has reviewed and approved the Resolution and Agreement as to form.

 

FISCAL IMPACT:

The term of the Agreement is July 1, 2004 through June 30, 2007. The total obligation under this agreement is $4,186,170. Funds in the amount of $1,395,390 have been included in the AIDS Program FY 2004-05 budget; $1,395,390 per year will be included in the AIDS Program budgets for FY 2005-06 and 2006-07. There is no net County Cost associated with this Agreement.
