Appropriation Transfer Request for Carryover Funds

   

RECOMMENDATION:

Adopt a resolution authorizing an Appropriation Transfer Request in the amount of $195,624 to receive carryover funds from the Agreement with the Substance Abuse Mental Health Services Administration to provide services to clients who are substance abusers and at-risk for HIV and Hepatitis B/C

Goals 5 and 8: Residents have access to healthcare and preventive care and goal; and help vulnerable people – the aged, disabled, mentally ill, at-risk youth and others – achieve a better quality of life.

The agreement contributes to this commitment and goals by providing outreach, assessment, risk management education and counseling, case management and referrals to drug treatment for clients who are substance abusers and at-risk for HIV and Hepatitis B/C. These performance measures reflect improvement from the previous year.

BACKGROUND:

On January 28, 2003 your Board adopted resolution 065787 approving an Agreement with Substance Abuse Mental Health Services Administration (SAMHSA) for the Center for Substance Abuse Treatment (CSAT), for the term of September 30, 2002 to September 29, 2007, to provide services to clients who are substance abusers and at-risk for HIV and Hepatitis B/C. Services to be provided include outreach, assessment, risk management education and counseling, case management and referrals to drug treatment programs. Funds are allocated on a budget year. SMCAP will receive $450,291 for year 1, $480,518 for year 2, $484,872 for year 3, $489,357 for year 4, and $493,977 for year 5, for a total of $2,399,015.

 
DISCUSSION:

The start up of the five-year project was delayed by two to five months during its first year because of a combination of one-time only factors. Since the grant was for a new project, San Mateo County AIDS Program (SMCAP) had to wait to negotiate contracts with service providers until the project was approved by SAMHSA and funding for the project was secured. As a result, the program served a smaller than anticipated number of clients for the first year. SMCAP requested and obtained authorization from SAMHSA to increase the number of clients served during the second year of the project and utilize $195,624 in rollover funds from year one into year two of the project.

The Board memo and resolution have been approved by County Counsel as to form.

 

FISCAL IMPACT:

The term of the Agreement remains September 30, 2002 to September 29, 2007. $195,624 in revenues and expenditures for the period of July 1, 2004 to June 30, 2005 is included in the ATR. The allocation for year two of the project will be increased by $195,624, bringing the total allocation for year two to $676,142. The total amount of the five-year grant remains the same: $2,399,015. There is no net county cost as a result of the acceptance of the Grant and approval of the ATR.
