SUBJECT:

Appropriation Transfer Request-IFAS Financial System Upgrade

RECOMMENDATION:

    Adopt a Resolution Authorizing an Appropriation Transfer Request (ATR) in the amount of $1,100,000 from Services and Supplies in the Non-Departmental Services budget to Fixed Assets in the Controller’s Office for the IFAS Upgrade Project.

This ATR contributes to the goal by providing resources to upgrade and extend the useful life of the IFAS financial system. The cost of the upgrade will be significantly less than replacement, and the system will be updated to Web-based technology that will reduce training needs, make system support more efficient, and accommodate ECommerce and workflow processes.

 

BACKGROUND AND DISCUSSION:

On November 9, 2004, your Board approved purchases of equipment and software as well as agreements with Sungard Bi-Tech Inc. and Steve Leckey Consulting LLP for the upgrade of the County’s financial accounting system, IFAS. This $1.1 million project was budgeted in the Non-Departmental Services budget unit. It is recommended that these funds be transferred to the Controller’s Office where the project will be managed.

 

FISCAL IMPACT:

The Appropriation Transfer Request (ATR) transfers $1.1 million from Services and Supplies in the Non-Departmental Services budget unit to Fixed Assets in the Controller’s Office budget unit. There is no impact on Net County Cost.
