Recommended Revision to the Salary Ordinance

Recommendation

Adopt an ordinance amending the salary ordinance and accept the report on the total number of positions in the County.

The reclassification changes will assist the departments in meeting their individual performance expectations by assuring that they have staff with the skills necessary to perform the work. The conversion of the unclassified positions implements the will of the voters as reflected in their passage of Measure D.

Background

Each year following budget deliberations your Board adopts the annual salary ordinance. The ordinance enacts the decisions made during budget hearings concerning the number of positions in the County service. Throughout the year, because of changes in the operating needs of departments, salary ordinance amendments are recommended that make changes to department staffing configurations.

Discussion

The salary ordinance changes herein represent:

reclassifying nine positions,

converting thirty-one unclassified positions to classified status as required by Measure D.

These actions were approved for study by the County Manager's Office and the amendment has been reviewed by the County Counsel’s Office.

The specific actions are discussed in detail below.

ORGANIZATION 12000 COUNTY MANAGER’S OFFICE

Action:

Reclassify: One position of E471S, Office Assistant series

Biweekly Salary: $1088.80 - 1564.00

Approximate Monthly Salary: $2359 - 3389

To: One position of E474, Public Services Specialist

Biweekly Salary: $1313.60 - 1642.40

Approximate Monthly Salary: $2846 - 3559

Explanation:

This is the reclassification of one filled position of Office Assistant to Public Services Specialist. The incumbent in this position performs primary reception duties for the County Manager’s Office and the Board of Supervisors. As such it is more accurately classified as a Public Services Specialist. This action represents a monthly salary and benefits cost of $221 based on filling the positions at the top step of the range. There is no change in the total number of authorized positions.

Convert: One position of B044S, Revenue Collector series - unclassified

To: Classified status

Explanation:

This is the conversion of one position from unclassified status to classified status. Measure D adopted by the voters in November 2004 requires that any unclassified position continuously filled for at least three years be converted to classified status. This position meets that requirement. This action represents no change in monthly salary and benefits costs. There is no change in the total number of authorized positions.

Explanation:

This is the reclassification of seven filled positions of Fiscal Office Specialist to the classification series of Child Support Specialist and one position of Child Support Officer II to the classification of Child Support Specialist III. A recently completed study has determined that the movement of the in-depth program-related fiscal duties from Child Support Officers to Fiscal Office Specialists has substantively increased the knowledge and ability required of Fiscal Office Specialists beyond what would normally be expected of this classification. Because such a significant part of the job is Child Support Officer work the classification change is appropriate. This action represents a monthly salary and benefits cost of $2666 based on filling the positions at the top step of the range. There is no change in the total number of authorized positions.

Explanation:

This is the conversion of one position from unclassified status to classified status. Fiscal Impact

The reclassification actions represent a monthly salary and benefits cost of $2887 or an annual cost of $34,644.
