Amendment to the FY 2004-05 Flat Rate Agreement with Youth and Family Enrichment Services

 

RECOMMENDATION:

Adopt a resolution authorizing an Amendment to the FY 2004-05 Flat Rate Agreement with Youth and Family Enrichment Services (“YFES”) to provide day treatment services to additional clients referred to YFES by Children and Family Services. As a result of the Amendment, the funding allocated for YFES women’s mental health/drug and alcohol day treatment program will be increased by $138,000, and the total payment obligation of the County under the Agreement will be increased to $909,389 for the term of the FY 2004-05, with an increased Net County Cost of $138,000.

This Amendment contributes to the above-referenced commitment and goal by allowing YFES to provide recovery services for a greater pool of women with co-occurring disorders such as mental health and /or substance abuse in order to preserve their families. Specifically, this Amendment increases the number of clients from 42 to 60 and extends the day treatment services to those who are referred to Women Enrichment Center (“WEC”) by Children and Family Services (C&FS) who are not CalWORKs eligible.

BACKGROUND:

On July 27, 2004, the Board of Supervisors authorized resolution number 66830, approving Flat Rate Agreements with twelve (12) providers of alcohol and drug treatment services, including the FY 2004-05 Flat Rate Agreement with Youth and Family Enrichment Services to provide alcohol and drug prevention and treatment services. The Agreement with YFES included funding for YFES women’s mental health/drug and alcohol day treatment program known as the “Women’s Enrichment Center” (“WEC”). The WEC was originally developed to provide day treatment services to women participating in the CalWORKs program who face multiple barriers (also referred to as “co-occurring disorders”) such as mental health issues, substance abuse, child rearing, and economic issues.

 

DISCUSSION:

The WEC currently serves 42 adult women with co-occurring disorders such as mental health issues and/or substance abuse. All current clients of the WEC are CalWORKs participants. This Amendment will provide $138,000 in additional funding to the WEC in order to:

    Expand the WEC’s services to women referred by C&FS who face similar co-occurring disorders.

    Cover increasing transportation costs and food costs as well as costs to increase staff hours for case management to meet clients’ needs. Transportation to and from WEC is provided by YFES, as most of the clients have few resources or skills to manage independent transportation. Additionally, the WEC provides both breakfast and lunch for all clients in order to promote a healthier diet.

 

FISCAL IMPACT:

The term of the original Agreement is July 1, 2004 – June 30, 2005. This Amendment increases the contract by $138,000 for a total contract obligation of $909,389. Funding will be provided through the Children and Family Services Budget Unit and the Net County Cost of $138,000 is covered by the Agency Fund Balance. There are sufficient appropriations in the FY 2004-05 Children’s and Family Services Budget Unit to cover these increased contract costs.
