SPECIAL NOTICE/HEARING:

TO:

Honorable Board of Supervisors

FROM:

Sheriff Don Horsley via Supervisor Mark Church

SUBJECT:

Authorize an Agreement with the Millbrae Police Department for the Sheriff’s Office to Donate a Vehicle to the Millbrae Police Department’s Volunteer Program.

RECOMMENDATION:

Adopt a Resolution authorizing the Sheriff to execute an Agreement with the Millbrae Police Department for the donation of a used 1997 Ford Crown Victoria worth $3,500, from the Sheriff’s Office Vehicle Fleet.

VISION ALIGNMENT:

Commitment: Ensure basic health and safety for all.

Goal(s): Maintain and enhance the public safety of all residents and visitors.

This donation enhances public safety by encouraging civic engagement and volunteerism, as well as assisting police personnel to deliver additional services to the public.

BACKGROUND:

Implemented by Millbrae Police Chief Greg Cowart in October 1999, the Volunteer Program was designed to support police personnel with a variety of different assignments such as stop sign observations, vehicle abatement, child fingerprinting, filing, etc.

Volunteers must be residents of the City of Millbrae or surrounding area, pass a background investigation, contribute a minimum of 10 hours per month, and commit to at least one year of service.

DISCUSSION:

The Millbrae Police Department’s Volunteer Program does not have a budget or source of funds. A 1984 GMC Jimmy used by the volunteers is becoming unreliable and unsafe.

The donation of a vehicle, with an assessed worth of $3,500, will help the volunteers to continue providing the valuable services which benefit both the police department and the community.

The used vehicle which has been serviced by County Motor Pool, is scheduled for replacement based on high mileage. The vehicle should serve the Millbrae volunteers well for several more years, as their usage will be less intensive than that of the Sheriff’s Office.

FISCAL IMPACT:

There is no net County cost associated with this agreement and donation.
