SUBJECT:

First Amendment to the Agreement with Johnson Controls, Inc., to provide and install a Security System at the Burlingame Health Center.

 

RECOMMENDATION:

Adopt a resolution authorizing an Amendment to the Agreement with Johnson Controls, Inc., for the installation and maintenance of electronic security systems at the Burlingame Health Center, extending the term by 12 months, from October 31, 2004 to October 31, 2005.

This Amendment enhances public safety by providing adequate security systems and services at the Burlingame Health Center in order to help protect the vulnerable elderly and disabled patients who are under the County’s care.

 

The table below depicts FY 2003-04 reported incidents. It is anticipated that a rise in actual incidents are projected for FY 2004-05 due to the installation of working security systems and the staffing of on-site uniformed security officers. Due to lack of on-site Security Officers, incidents are under reported for 2003-04.

BACKGROUND:

On November 4, 2003, your Board adopted Resolution No. 66340 which authorized the execution of an Agreement with Johnson Controls, Inc., to provide installation and support of electronic security systems and alarms at the Burlingame Health Center, for a one-year period expiring October 31, 2004, at a cost of $154,951.

The Agreement provides for equipment acquisition and installation of security cameras at key locations, cardkey door controls at all internal checkpoint doors, as well as cardkey and perimeter door alarms for external doors, staff “panic alarms” for public access areas, and a variety of network equipment to support the interaction of these systems and transmission to the remote control center at the San Mateo Medical Center. All equipment installed carries a one-year warranty.

DISCUSSION:

The purpose of this proposed Amendment is to extend the term one-year to October 31, 2005. The extension is necessary due to the lengthy process of obtaining a building permit through the Office of Statewide Planning and Development (OSHPD), located in Sacramento, prior to the installation of the security systems. The delays were not specifically related to the security systems installation project as such, they were facility-wide and related to the construction plans and inadequate existing infrastructure at the facility, for the purpose for which the building is used by the County.

In September 2004, OSHPD issued a building permit which allowed the installation of the security systems to proceed. Therefore, the one-year warranty for the installed equipment did not go into effect until November 2004, thus the purpose for this Amendment.

County Counsel has reviewed and approved the Resolution and Amendment as to form.

 

FISCAL IMPACT:

The term of the existing Agreement is for the period of November 1, 2003 through October 31, 2004. The proposed Amendment extends the term by one-year to October 31, 2005. There is no increase in budgeted net County cost as a result of this action.
