Report on the Department of Housing’s Mission, Goals and Director Position Description

   

RECOMMENDATION:

Accept the report outlining the Department of Housing’s mission, goals and director position description

This activity contributes to the goal by establishing a Department of Housing which will allow for a more focused approach to increasing the supply of affordable housing and creating a greater awareness of housing activities.

 

BACKGROUND:

On December 14, 2004 your Board accepted a report from the Board Housing Committee recommending the creation of a Department of Housing. That report recommended the formation of a new Department of Housing, separate from the Human Services Agency, with a department head who reports directly to the County Manager and the Board of Supervisors. The formation of a Department of Housing would allow for a more focused approach to increasing the supply of affordable housing countywide and create a greater awareness on the activities of the Housing Authority. Additionally, increased emphasis would be placed on long-range planning for housing, redevelopment, and economic development in the unincorporated areas.

The services within this new department will include the Housing Authority and housing and community development activities. Services provided by the Center on Homelessness will remain within the Human Services Agency.

On January 11, 2005 your Board adopted Ordinances 04248 and 04249 amending the County Ordinance Code by establishing a new County department, amending the Salary Ordinance adding a Housing Director position, one Executive Secretary position and transferring one Management Analyst position from the Human Services Agency to the Department of Housing, and approving an ATR in the amount of $100,000 to partially cover salary and benefit costs and other operating expenses. At that time, your Board also directed the County Manager to bring back a report highlighting the department’s mission, goals and a description of the directors’ position.

 

DISCUSSION:

The attached “Department of Housing Strategic Framework” consists of a mission statement supported by two strategic goals that summarize the Department’s purpose. The two strategic goals are: 1. Increase access to affordable rental housing, and 2. Increase the supply of workforce housing and support related community development. Under each goal are key objectives followed by corresponding performance measures. This framework represents a macro view of the department’s mission and goals. It is anticipated that once full implementation of the department has taken place, the framework will be expanded and refined.

Attachment B defines the duties and qualifications of the newly created Director of Housing position. The Director of Housing will be expected to plan, organize, lead, facilitate, direct, review and coordinate the functions and activities of the Department of Housing including the Housing Authority of San Mateo County and related housing development and rehabilitation services; function as the County catalyst in developing new housing, especially low income and workforce housing, on under-utilized land in the County; provide vision, leadership and direction to staff and outside agencies in achieving this mission; coordinate activities with other County departments, outside agencies and advisory bodies to provide this housing; and provide highly responsible and complex administrative support to the County Manager, Board of Supervisors and advisory groups.

In March another Salary Ordinance Amendment and ATR will appear before your Board setting up the remaining Department of Housing staffing structure and associated budget for the remainder of the current fiscal year. It is not anticipated that there will be an increase in the position count as a result of this new department. Full implementation of the Department of Housing is expected to occur in Spring 2005.

There is no fiscal impact associated with accepting this report.
