Amendment 1 to the Agreement with the California Department of Aging for Title III/VII for the Older Americans Act (OAA) of 1965

 

RECOMMENDATION:

A.

Adopt a resolution authorizing an amendment to Agreement No. AP-0405-07 for Title III/VII with the California Department of Aging (CDA), increasing the amount by $488,192, bringing the total agreement amount to $3,548,885 for Fiscal Year 2004-2005

B.

Adopt a resolution authorizing an Appropriation Transfer Request in the amount of $488,192 from State and Federal Aid-Aging to Services and Supplies ($151,178) and Other Charges ($337,014) to recognize additional funds from CDA Title III/VII Agreement No. AP-0405-07, Amendment No. 1

This amendment to the agreement with CDA for Title III/VII contributes to this goal by providing for the continuation of transportation, home-delivered meals, congregate nutrition, family caregiver support, ombudsman services and adult day health care to the vulnerable people of San Mateo County. These services enhance quality of life and the ability to continue to live in the most independent setting possible.

BACKGROUND:

Every four years the Area Agency on Aging (AAA) is required to submit a Planning and Service Area Plan for aging services to CDA. The state also requires that counties submit annual updates identifying revised goals and objectives for the coming fiscal year in order to claim their allotted OAA funds, which are determined through a statewide funding formula. The plan provides a profile of the County’s senior population, identifies activities to improve and expand existing services as well as to develop new programs designed to address current countywide needs, and recommends services to be funded with San Mateo’s OAA allocation.

 

On July 27, 2004, your Board adopted Resolution 66823 approving an Agreement with CDA for Title III/VII of the Older Americans Act in the amount of $3,060,693 consisting of federal funds ($2,393,314), and state funds ($667,379) with a county match ($176,747) for Fiscal Year 2004-2005. This agreement was for the provision of transportation, home-delivered meals, congregate nutrition, family caregiver support, ombudsman services and adult day health care to the vulnerable people of San Mateo County.

 

DISCUSSION:

CDA distributes additional funds or reduces allocations periodically throughout the fiscal year as funds become available or are decreased. Amendment 1 to the Title III/VII agreement provides additional state and federal revenues. The one-time-only federal funds will be used to support services for seniors and adults with disabilities in San Mateo County by providing funding for a combination of pilot projects and program support for existing services such as purchase of equipment and supplies for senior centers, Congregate Nutrition, Meals on Wheels and Adult Day programs, additional Ombudsman training, and outreach to ethnic communities. The increased state funds will be used to reinstate funding for the Mills-Peninsula Senior Companion Program and to increase funds for Brown Bag services.

 

County Counsel has reviewed and approved the Resolution, ATR and Amendment as to form.

 

FISCAL IMPACT:

The term of the agreement remains July 1, 2004 through June 30, 2005. The original agreement for Title III/VII was for $3,060,693. The Appropriation Transfer Request (ATR) adds $151,178 to Services and Supplies and $337,014 to Other Charges for a total additional appropriation of $488,192. This amendment, made possible through federal ($430,999) and state ($57,193) revenues, brings the total agreement amount to $3,548,885. Funding is included in the Aging and Adult Services budget for Fiscal Year 2004-2005. There is no increase to the Net County Cost.
