RESOLUTION APPROVING THE TEMPORARY ASSISTANCE TO NEEDY FAMILIES (TANF) EXPENDITURE PLAN FOR THE TERM JANUARY 1, 2005 THROUGH JUNE 30, 2007; WAIVING THE REQUEST FOR PROPOSALS PROCESS FOR CONTINUED EVALUATION SERVICES OF TEMPORARY ASSISTANCE TO NEEDY FAMILIES (TANF) SERVICE PROVIDERS; AUTHORIZING THE CHIEF PROBATION OFFICER TO DIRECT AND THE COUNTY MANAGER TO EXECUTE AGREEMENTS IN THE AMOUNTS INDICATED ON THE JANUARY 1, 2005 THROUGH JUNE 30, 2007 TANF EXPENDITURE PLAN

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that

 

WHEREAS, Temporary Assistance to Needy Families (TANF) funding appropriated under the Comprehensive Youth Services Act (effective July 1, 1997) provides an allocation for Probation departments to expand prevention and early intervention services to at-risk youths and to their families;

 

WHEREAS, these services promote increased self-sufficiency, personal responsibility and family stability; thus positively impacting school attendance and the fostering of pro-social behaviors, thereby reducing juvenile delinquency and Juvenile Court intervention;

 

WHEREAS, the January 1, 2005 through June 30, 2007 TANF Expenditure Plan allocates funding for county departments and community service providers to deliver prevention services, including school-based services in designated County middle and high schools, for the period January 1, 2005 through June 30, 2007;

 

WHEREAS, this Board has examined and approved the amounts for TANF services as presented in the January 1, 2005 through June 30, 2007 TANF Expenditure Plan which is attached to this Resolution and desires to ratify and adopt the same;

 

WHEREAS, Community Crime Prevention Associates (CCPA) has been providing evaluation and reporting services to the TANF Planning Council since 2001;

 

WHEREAS, the TANF Planning Council is requesting that the Board of Supervisors waive the formal Request for Proposals process for continued and consistent TANF evaluation and reporting services provided by Community Crime Prevention Associates (CCPA) in the amount listed in the TANF Expenditure Plan;

 

WHEREAS, adjustments to the TANF Allocation and/or amendments to TANF contracts will be reviewed by the TANF Planning Council, reflected in the TANF Planning Council’s Annual Report and shall represent no Net County Cost impact.

 

NOW, THEREFORE, IT IS HEREBY DETERMINED AND ORDERED that the Board of Supervisors hereby waives the Request for Proposals process for continued TANF evaluation and reporting services and authorizes the Chief Probation Officer to direct and the County Manager to execute agreements and amendments of the January 1, 2005 through June 30, 2007 TANF Expenditure Plan for and on behalf of the County of San Mateo.
