First Lease Amendment with Shelter Network of San Mateo County for the Maple Street Shelter at 1580 Maple Street, Redwood City (Lease No. 5299)

RECOMMENDATION:

Adopt a resolution authorizing the President of the Board of Supervisors to execute a First Lease Amendment to extend the term of the lease for the Maple Street Shelter at 1580 Maple Street, Redwood City.

VISION ALIGNMENT:

Commitment: Housing exists for people at all income levels and for all generations of families.

Goal(s): Help vulnerable people – the aged, disabled, mentally-ill, at-risk youth and others – achieve a better quality of life.
The First Lease Amendment contributes to this goal by offering emergency and temporary housing assistance to low-income individuals highly motivated to achieving an economic level relatively free of dependence on conventional forms of public assistance.

BACKGROUND:

Since 1998 the Maple Street Shelter has occupied a portion of the former Sheriff’s Work Furlough Facility at 1580 Maple Street in Redwood City. The lease expired on June 30, 2004. The Human Services Agency’s Office of Housing has requested an extension of the lease for five additional years through June 30, 2009.

DISCUSSION:

The First Lease Amendment extends the term of the Lease through June 30, 2009 on the same terms and conditions as the original lease, except that the agreement now includes an option to terminate the lease with 180 days prior written notice. County Counsel has reviewed and approved the Resolution and First Lease Amendment as to form. The Office of Housing and the Sheriff concur in this recommendation.

FISCAL IMPACT:

The lease rate of $1 results in an in-kind donation by the County of rent valued at approximately $99,000 per year.
