The combination of positions and the reclassification actions will assist departments in meeting their individual performance expectations by assuring that they have staff with the skills necessary to perform the work. The conversion of the unclassified positions implements the will of the voters as reflected in their passage of Measure D. | |||
Background | |||
Each year following budget deliberations your Board adopts the annual salary ordinance. The ordinance enacts the decisions made during budget hearings concerning the number of positions in the County service. Throughout the year, because of changes in the operating needs of departments, salary ordinance amendments are recommended that make changes to department staffing configurations. | |||
Discussion | |||
The salary ordinance changes herein represent: • combining two part time positions into one full time position, • reclassifying four positions, and • converting three unclassified positions to classified status as required by Measure D. These actions were approved for study by the County Manager's Office and the amendment has been reviewed by the County Counsel’s Office. The specific actions are discussed in detail below. | |||

This is the reclassification of one vacant position of Probation Services Manager II to the classification of Administrative Services Manager I. The department needs greater coordination of administrative functions than current staff are able to provide. Additionally, this will reduce the need of the sworn staff to be involved directly in carrying out essentially administrative duties. These duties are more appropriately described in the Administrative Services Manager I classification. This action represents no change in monthly salary and benefits costs. There is no change in the total number of authorized positions. | ||

This is the reclassification of two vacant positions of Medical Records Technician to the classification of Medical Records Coder. Medical Records provides key information for both patient health and patient billing. Changes in the way in which support is provided have resulted in a need for staff with greater expertise in rapid and accurate determination of appropriate codes and entry of code information into the correct automated systems. The classification series of Medical Records Coder will provide that expertise and increase the efficiency of the Medical Records division. This action represents a monthly salary and benefits cost of $1672 based on filling the positions at the top step of the range. There is no change in the total number of authorized positions. | ||

This is the elimination the classification of Deputy Director of Human Services and the addition of a position to direct the substance abuse and shelter programs for the Human Services Agency. This action eliminates the deputy director for the Agency and moves various administrative responsibilities out to the regional and program directors. This change requires the addition of the position of Director of Substance Abuse and Shelter Services to manage, coordinate and implement the services of the alcohol, tobacco and other drug programs, the domestic violence programs, homeless programs and the continuum of care programs. This action represents a monthly salary and benefits cost of $1314 based on filling the position at the top step of the range. There is no change in the total number of authorized positions. | ||
