Agreement with the City and County of San Francisco for Reimbursement of Costs for Airport Community/Roundtable Related Activities for FY 2004-2005

 
 

RECOMMENDATION:

Adopt a resolution authorizing an Agreement with the City and County of San Francisco whereby it agrees to reimburse the County $100,000 for fiscal year 2004-05 for Airport/Community Roundtable related costs.

The proposed Agreement contributes to this commitment and goal by providing funding from the City and County of San Francisco to support the activities of the Airport/Community Roundtable to address noise impacts in affected neighborhoods and communities from aircraft operations at San Francisco International Airport.

BACKGROUND:

On October 19, 1993, the County entered into an Agreement with the City and County of San Francisco whereby the City and County of San Francisco agreed to reimburse the County for Airport Community Roundtable related costs at the rate of $100,000 each year for seven years (Res. #57701). That Agreement was subsequently amended five times increasing the contribution from San Francisco to $180,000 per year. On October 17, 2000, a new Agreement for three years was approved (Res. #64021) increasing the annual contribution from San Francisco to $255,500 per year.

 

When that Agreement expired, a new funding arrangement was negotiated amongst the parties to the Roundtable, which are the City and County of San Francisco, San Mateo County, 18 member cities in San Mateo County, and the City/County Association of Governments (C/CAG). On May 11, 2004, the County approved a new one-year Agreement for 2003-04 (Res. #66636) with the City and County of San Francisco paying $100,000 to cover a portion of the costs of a Senior Planner to work with the Roundtable and to provide funding for various contracts for technical and administrative assistance to the Roundtable. The remainder of the Roundtable funding comes from San Mateo County ($12,000, which is an amount previously authorized by the Board of Supervisors), and the 18 member cities and C/CAG ($1,500 each). The reduction in annual funding from the City and County of San Francisco in FY 2003-04 was due to a significant decrease in overall revenue at the Airport, primarily due to a slow post 9/11 recovery and other aviation industry and local economic factors.

 

DISCUSSION:

This cost-sharing arrangement between the parties will continue for the proposed 2004-05 Agreement. The annual base level of staff support for one Senior Planner to provide staff support services to the Roundtable continues to remain at approximately 50 percent. This amount varies slightly from year to year, based on the time demands required for that planner’s other airport-related work assignments. Although there has been a reduction in Roundtable funding support from the City and County of San Francisco, the base level of County staff support has not been reduced and will remain at its current level. The major impact of the reduced funding continues to be a reduction in the Roundtable’s overall aircraft noise abatement efforts. Some activities have been curtailed or put on hold indefinitely until additional funding can be secured.

 

The preparation and processing of this year’s Agreement was delayed, due to staff and procedural changes at San Francisco International Airport. County Counsel has reviewed the Resolution and Agreement as to form.

 

FISCAL IMPACT:

The proposed Agreement allows the City and County of San Francisco to reimburse the County of San Mateo, via the Airport/Community Roundtable Trust Fund, for Airport/Community Roundtable related expenses in the amount of $100,000 for fiscal year 2004-05. There is no net County cost.
