TO:

Honorable Board of Supervisors

FROM:

SUBJECT:

Recommendation for Appointment to Mosquito Abatement District Board

RECOMMENDATION:

It is recommended that George Tucker be appointed to represent the Board of Supervisors on the Board of the Mosquito Abatement District. The appointment would be effective immediately for a term which expires on December 31, 2006.

VISION ALIGNMENT:

Commitment: 2

Goal(s): Civic engagement -- including voting, public service, charitable giving, volunteerism, and participation in public discussions of important issues -- is uniformly high among the diverse population of San Mateo County.

BACKGROUND:

The Mosquito Abatement District is a special district established under conditions described in the State Health and Safety Code.

The Board of Supervisors has one appointment to the District Board. For many years this position has been filled by Paul Dana, a County employee working in the Environmental Health division of the Health Services Agency. Mr. Dana has decided to not seek re-appointment.

The vacancy was advertised by the Clerk of the Board of Supervisors. Three candidates applied, but one withdrew prior to the interview process. As the Board Sub-Committee for this appointment, we interviewed the two candidates. We are pleased to recommend George Tucker.

Mr. Tucker is a resident of Moss Beach. He is a graduate of the U.S. Naval Academy and spent ten years as a helicopter pilot in the U.S. Marine Corps. For the past twenty-seven years he has been employed as a research pilot for NASA and currently works at the NASA Ames Center in Mountain View. Since the Mosquito Abatement District recently expanded its boundaries to include all of San Mateo County, the appointment of Mr. Tucker would provide representation from the coastside, an area not previously served by the District.

FISCAL IMPACT:

None.
