COUNTY OF SAN MATEO, STATE OF CALIFORNIA

RESOLUTION HONORING

HERMINIO A. SALCINES, JR.

ON HIS RETIREMENT

* * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * *

WHEREAS, it has come to the attention of the Board of Supervisors of the County of San Mateo, State of California that HERMINIO A. SALCINES, JR. is retiring after more than 29 years of dedicated public service; and

WHEREAS, HERMINIO A. SALCINES, JR. started his long career with the County of San Mateo in December of 1975 as an Accountant II with the Planning Department, rose from the ranks to Senior Accountant in 1978, and was promoted to Financial Services Manager I in 1990; and

WHEREAS, HERMINIO A. SALCINES, JR. provided extraordinary leadership and exemplary fiscal management in the administration of the Community Development Block Grant, the HOME Partnership Act funds, and Emergency Shelter Grant, and earned the respect of representatives and auditors of the U.S. Department of Housing and Urban Development as well as auditors for the County; and

WHEREAS, through the years, HERMINIO A. SALCINES, JR. built and managed Housing’s loan portfolio of $45 million from its many housing loan programs such as the First-Time Homebuyers Program, Rehabilitation Loan Program, and loans to project sponsors and housing developers; and

WHEREAS, four years ago, HERMINIO A. SALCINES, JR. accepted the helm of the integrated fiscal operations of the Housing and Community Development, Center on Homelessness, and the Housing Authority and continued to do a job well-done; and

WHEREAS, HERMINIO A. SALCINES, JR. managed the fiscal operations of the Housing Authority, a legal separate entity, and streamlined its procedures, instituted internal controls, and realigned its budget with the County budget format, and earned the admiration of the Housing Authority Program and Fiscal Staff; and

WHEREAS, HERMINIO A. SALCINES, JR. was appointed as the Finance Officer for the Housing Endowment and Regional Trust (HEART);

WHEREAS, HERMINIO A. SALCINES, JR. has been a role model of a public servant, with his dedication in serving the public, his professionalism and work ethics, his commitment to the highest standards in internal control and fiscal management, and his excellent working relationships with his peers and counterparts in various departments;

NOW, THEREFORE, IT IS HEREBY RESOLVED that the Board of Supervisors of the County of San Mateo, State of California, does hereby commend and honor HERMINIO A. SALCINES, JR. for his extraordinary public service for more than 29 years, and this Board thanks him for his dedicated service, and wishes him a rewarding and happy retirement with his wife, Lourdes.
