RECOMMENDATION:
|
Adopt a resolution authorizing the County Purchasing Agent to issue a purchase order to Mainline Inc. for the trade-in and purchase of a replacement Disk Storage Subsystem in an amount not to exceed $150,000 plus applicable taxes.

The replacement of Disk Storage Subsystem keeps the commitment to responsive, effective, and collaborative government, specifically goal number 22: County and local governments effectively communicate and collaborate in order to develop strategic approaches on issues affecting the entire County.

This Agreement directly contributes to these goals by maintaining the current availability of the County’s mainframe, which is responsible for running applications for the entire county such as Adult Probation, Criminal Justice Information System, Payroll and Tivoli Storage Management.

BACKGROUND:
|
The 9500V Virtual Disk Array internal direct access storage, “Disk Storage Subsystem”, holds data for the mainframe operating system, application process modules and databases for the Criminal Justice Information System (CJIS), Personnel Information and Payroll System (PIPS), Tivoli Storage Management (TSM), and Adult Probation. This system is used to store local data back-ups for departmental servers, which prevents any prolonged or permanent loss of data.

DISCUSSION:
|
Our current Disk Storage Subsystem has reached the end of service life. The vendor will no longer manufacture parts for this equipment and only refurbished parts will be available effective December 31, 2004. The use of refurbished parts will challenge the availability of the mainframe and increase the County’s vulnerability to prolonged system outages. The Disk Subsystem purchase also considered the current plan to eliminate the mainframe and has added the requirement that it function with non-mainframe operating and hardware system platforms. This will allow us to share this direct access storage with other non- mainframe system. As an example of this when our current TSM system is migrated to a new platform, TSM will continue to utilize this Disk Subsystem to store local data back-ups for departmental servers. An RFP was released on December 18, 2004 for replacement of the Disk Storage Subsystem. We received three proposals by the closing date. The selection committee is recommending that the proposal from Mainline Inc. be selected based upon cost, performance, service level, and relevant expertise.
