Termination of Agreements with the Cities of Burlingame and Redwood City for Fire Protection Services

 

RECOMMENDATION:

Adopt a Resolution directing the Director of the Environmental Services Agency to serve notice of and terminate the Agreement with the City of Burlingame for Fire Protection Services, dated June 29, 1993, County of San Mateo Resolution #57304, and the Agreement with the City of Redwood City for Fire Protection Services, dated December 17, 1985, County of San Mateo Resolution #47611.

The termination of the Agreements with the cities of Burlingame and Redwood City contributes to this commitment and goal by continuing to provide complete fire protection services for the unincorporated lands of the County without overlapping services between municipal and County jurisdictions.

 

BACKGROUND:

The County has maintained contracts with the cities of Burlingame and Redwood City for fire protection services for isolated pockets of County unincorporated lands within the respective boundaries of these two cities. At the time of the signing of these Agreements, the County was unable to provide emergency services in a timely manner. However, the two cities were able to do so. During the terms of these two Agreements, the County and the San Mateo County Fire Department have been very satisfied with the quality of service provided by the cities of Burlingame and Redwood City.

 

DISCUSSION:

Last year, the Town of Hillsborough and the City of Burlingame merged fire departments. This merging provided for a common border with lands protected by the San Mateo County Fire Department. In addition, during a recent routine audit of the Redwood City Agreement, it was found that most of the lands identified in the contract had been incorporated into the city limits leaving one pocket adjacent to lands protected by the San Mateo County Fire Department. In both instances, mutual aid and automatic aid agreements signed by the San Mateo County Fire Chiefs Association in 1998 make these two existing Agreements unnecessary. City of Redwood City and City of Burlingame staff are in agreement with the decision to terminate the Agreements.

 

The Resolution has been reviewed by County Counsel as to form.

 

FISCAL IMPACT:

There is no Net County Cost impact. In FY 2004-05 the cost of the two Agreements totaled $109,433, and annual savings of this amount will be generated with the termination of these Agreements.
