Agreement with YMCA of San Francisco

 

RECOMMENDATION:

Adopt a resolution:

1.

Authorizing the President of the Board to execute an Agreement with YMCA of San Francisco, dba North Peninsula Family Alternatives, Pacifica Youth Services Bureau and Project FOCYS for the provision of mental health services for the term July 1, 2004 through June 30, 2006 for a total obligation of $364,400; and

2.

Authorizing the Director of the Health Department to execute subsequent amendments and minor modifications not to exceed an aggregate of $25,000 and to make minor changes in the type of services and activities provided under the agreement.

This Agreement contributes to this commitment and goal by providing Juvenile Sexual Responsibility (JSR) and managed care mental health services through the Mental Health Plan (MHP) to San Mateo County residents.

BACKGROUND:

Juvenile sex offenders are a difficult high-risk population to treat due to their need for close monitoring, specialized long-term treatment, and a high recidivism rate. Research studies show that successful treatment of this population is dependent on continuity of specialized mental health treatment, and the development of close collaborative relationships between agencies treating, supervising and monitoring offenders.

 

Mental Health Services has contracted with YMCA of San Francisco (YMCA), doing business as North Peninsula Family Alternatives, since 1988 to provide JSR services to County youth. This contractor has also been an agency provider of managed care services provided through the MHP since 1996.

 

DISCUSSION:

In May 2004 Mental Health Services issued a Request for Proposals for the provision of managed care outpatient mental health services through the MHP. The YMCA responded with a proposal that was reviewed and accepted. Services shall include: assessment and treatment (brief individual, family and group therapy as well as collateral services, including contact with family and other significant service providers).

 

Mental Health Services issued a Request for Proposals for the provision of JSR services in November of 2004. The YMCA was the only applicant for these services. Mental Health Services recommends renewing the agreement with this contractor because of its history of successful outcomes for clients receiving these services.

 

During the fall of 2004 Mental Health Services participated in an extensive re-design effort for child abuse treatment services, resulting in the Partnership for Safe and Healthy Children. As a result of those efforts the RFP for JSR services and this agreement were delayed. This agreement has been included in the continuing resolution.

 

The agreement has been reviewed and approved by both County Counsel and Risk Management.

 

FISCAL IMPACT:

The term of this agreement is July 1, 2004, through June 30, 2006. The agreement maximum is $364,400. The maximum for managed care services is $100,000 for each fiscal year. Federal and state Medi-Cal will fund 100% of MHP services.

 

The maximums for JSR services are $81,000 for FY 2004-05 and $83,400 for FY 2005-06. These amounts include a 1% COLA for FY 2004-05, and a 3% COLA for FY 2005-06. The Human Services Agency and the Probation Department each provide annual funding of $21,810 for these services, totaling $43,620. Federal and state Medi-Cal will fund the remaining $14,407. The remaining $22,973 is the net County cost. Similar funding arrangements will be in place for FY 2005-06.
