SUBJECT:

Amendments to Agreements with Various Providers of Older Americans Act (OAA) and Community-Based Services Program (CBSP) Funded Programs for Contract Term July 1, 2003 through June 30, 2005

 

RECOMMENDATION:

Adopt a Resolution Authorizing the President of the Board of Supervisors to execute:

A.

Amendment II to the agreements with Avenidas, City of Menlo Park, City of Pacifica, City of San Bruno, City of South San Francisco, Second Harvest Food Bank and Senior Coastsiders; and

B.

Amendment III to the agreements with Alzheimer’s Association of Northern California, Catholic Charities CYO, Center for Independence of the Disabled, City of Belmont, City of Daly City, City of San Mateo, Coastside Adult Day Health Center, Family Service Agency, Mills-Peninsula Senior Focus, Inc., Ombudsman of San Mateo, Inc., Peninsula Volunteers, Inc., and Self-Help for the Elderly

These agreements contribute to this commitment and goal by providing services throughout the county designed to assist individuals with the greatest needs to maintain their independence and dignity within the least restrictive setting possible. Programs such as Adult Day Care, Adult Day Health Care, Alzheimer’s Day Care Resource Center, Alzheimer’s Program, Meals on Wheels and Supplemental Meals on Wheels contribute to Aging and Adult Services’ achieving one of its primary performance measures: maintaining severely impaired clients in an independent setting.

BACKGROUND:

FY 2004-2005 is the fourth year of a four-year planning cycle ending June 30, 2005. All service providers were selected through Request for Proposal processes in FY 2000-01 that were open to all interested providers and reviewed by evaluation teams approved by the Commission on Aging. On September 9, 2003, your Board approved Resolution Number 66248 authorizing the original agreements with these providers. On August 31, 2004, your Board approved Resolution Number 66873 authorizing Amendments I and II, which added funds to the provider agreements for FY 2004-05. On March 1, 2005, your Board approved an amendment to the California Department of Aging (CDA) agreement for Title III/VII and an associated Appropriation Transfer Request (ATR) for $488,192 in one-time-only state and federal funds.

 

DISCUSSION:

These amendments to the provider agreements are for the continuation of services for seniors and adults with disabilities in San Mateo County. These services include Congregate Nutrition, Home-Delivered Meals, Adult Day Care/Adult Day Health Care, Assisted Transportation, Transportation, Senior Employment, Disease Prevention/ Health Promotion, Legal Assistance and Ombudsman Programs, Health Insurance Counseling and Advocacy, Family Caregiver Support Services and Alzheimer’s Day Care Resource Centers.

 

The amended agreements include pilot projects and program support for existing services such as purchase of equipment and supplies for senior centers, Meals on Wheels and Adult Day programs, additional Ombudsman training, and outreach to ethnic communities. The amendments also reinstate the Mills-Peninsula Senior Companion Program, the Brown Bag program and increase the number of home-delivered meals.

 

The Commission on Aging has reviewed and approved these amendments, County Counsel has reviewed and approved the resolution and amendments as to form, and Risk Management has reviewed and approved the providers’ insurance coverage.

 

FISCAL IMPACT:

The term of the agreements remains July 1, 2003 through June 30, 2005. These amendments to the agreements represent an increase of $340,869 for a total two-year obligation of $6,493,889. These additional revenues include $30,674 in state funding and $251,551 in federal funding. The County General Fund contribution to these agreements is $26,514, which is the Net County Cost. Funding from the Meals on Wheels Trust Fund is $32,130. These funds are included in the AAS 2004-05 revised adopted budget as amended by the ATR approved on March 1.
