RECOMMENDATION:

Adopt a Resolution:
|
|
Authorizing the President of the Board to execute an Agreement with Caminar to develop an organization to provide consumer-run peer support services for the term March 1, 2005 through June 30, 2006 for a total obligation of $310,404; and
|
|
Authorizing the Director of the Health Department to execute subsequent amendments and minor modifications not to exceed $25,000 in aggregate and to make minor changes in the types of services and activities provided under the agreement.

BACKGROUND:
|
Consumer operated self-help/peer-support services have been identified in the President's New Freedom Commission on Mental Health Report as critical components of effective community mental health systems. They are also cited as a key service strategy in the Mental Health Services Act (Prop 63) requirements. These services are essential to supporting consumers as they progress through all phases of wellness/recovery, including through periods of relapse. Peer-support services are cost effective and have been found to reach and engage mental health clients who otherwise may not be able to or choose not to participate in community activity programs on their own. San Mateo County has a long history of supporting these services.

At the May 11, 2004 meeting of your Board, the Health Department reported that it had terminated the contract with Peninsula Network of Mental Health Clients (PNMHC) for consumer-run peer-support services for mental health consumers. At that time the County committed to continue to provide these services, initially by extra-help County staff, and then through the issuance of a Request for Proposals for a non-profit agency to provide these services.

DISCUSSION:
|
In October of 2004 Mental Health Services released a Request for Proposals for the development of a consumer-run community based organization (CBO) that will provide peer support/self-help services, and the provision of these services during the development phase. Three agencies submitted proposals and Caminar was selected to provide these services.
|
|
Caminar will work with consumer consultants to create an organizational culture, structure and environment that will foster the development of new consumer-run peer-support programs and services. They will hire a program director, recruit a board of directors, and provide all needed fiscal, administrative, and personnel support for the development of a new consumer-run CBO that will ultimately function independently to provide peer-support services. At the point that the CBO is operating independently and has demonstrated administrative and program management capacity, Mental Health Services will contract directly with the CBO for peer-support services. During the development period Caminar will have fiscal and supervisory responsibility for the provision of peer-support services.

This agreement has been reviewed and approved by County Counsel. Insurance limits have been approved by Risk Management.
|
|
Mental Health Services has another contract with Caminar for FY 2004-05 for the provision of crisis residential treatment services, transitional residential treatment services, medication support, case management, and rehabilitation services for adults.

FISCAL IMPACT:
|
The term of this agreement is March 1, 2005, through June 30, 2006. The maximum obligation is $310,404. For FY 2004-05 the maximum is $52,324, which is included in the Mental Health approved budget. The maximum for FY 2005-06 is $258,080. For FY 2004-05 funding shall be 100% from sales tax through realignment. Similar arrangements shall be in place for FY 2005-06.
