Amendment to the Agreement with Edgewood Center for Children and Families

 

RECOMMENDATION:

Adopt a resolution authorizing the President of the Board to execute an Amendment to the Agreement with Edgewood Center for Children and Families Services to increase the Agreement total obligation by $1,282,399 to $1,428,631, and to extend the term through June 30, 2006.

BACKGROUND:

Since 1996 Edgewood Center for Children and Families has been providing school based mental health services to San Mateo County children and youth ages five through twelve. Edgewood Center provides three types of school based mental health services to San Mateo County youth: Day Treatment, outpatient mental health services, and Therapeutic Behavioral Services (TBS). Since 1999 Edgewood Center has provided mental health outpatient services to youth and their families under the Mental Health Plan (MHP).

 

In October 2004 a Request for Proposals (RFP) for the Child Abuse Treatment Program (CAT) was issued by Mental Health Services. Edgewood was one of seven agencies that responded with a proposal, and in January 2005 was selected to begin providing services as of February 1, 2005. Because of the short timeframe between selection and the start of the services, on January 28, 2005, the County Manager authorized an agreement for such services for the period February 1, 2005 through March 31, 2005. That agreement covered the transition of services from Family Service Agency, and Edgewood’s initial start-up period. This amended Agreement supersedes that January 28, 2005 agreement.

 

DISCUSSION:

In addition to providing school based mental health services and mental health outpatient services under the MHP, Edgewood will provide CAT services for San Mateo County children, ages 6 through 17. These services include individual and family therapy to children and youth who have been abused, molested and/or neglected, and who have been referred to the CAT Program by San Mateo County Children and Family Services (Child Welfare). Edgewood provides CAT services in collaboration with Youth and Family Enrichment Services (YFES) and the University of California at San Francisco Department of Psychiatry (UCSF). Edgewood is subcontracting with YFES and UCSF for select parts of the CAT Program.

 

The term of this amended Agreement for school-based mental health services and mental health services under the MHP is July 1, 2004, through June 30, 2006, and the term for CAT services is February 1, 2005 through June 30, 2006. This amendment to the Agreement has been reviewed and approved by Risk Management and County Counsel.

 

FISCAL IMPACT:

The Agreement maximum is being increased by $1,282,399, from $146,232 to $1,428,631. $356,814 of the increase has been included in the FY 2004-05 budget, and $925,585 will be included in the proposed FY 2005-06 budget. For FY 2004-05, an anticipated $203,953 will be covered by Federal and State Medi-Cal, $48,655 will be transferred to Mental Health Services from Human Services Agency for the CAT Program services. Sales tax from realignment will cover $52,475. Net County cost will fund $51,731 which includes the EPSDT required match, and net County cost previously transferred to Mental Health from the Human Services Agency.
