SUBJECT:

Second Amendment to the Agreement with the Family Service Agency of San Mateo County, Inc.

 

RECOMMENDATION:

Adopt a resolution authorizing the President of the Board to execute a second Amendment to the Agreement with Family Service Agency of San Mateo County, Inc. to extend the term of the Agreement through March 31, 2005; and to increase the Agreement total obligation by $527,731 to $1,300,464.

This Agreement contributes to this commitment by providing child abuse treatment for approximately 250 San Mateo County youth who have been victims of sexual molestation, physical abuse, and/or neglect. Services are also provided to the youths’ families. The goal of these services is to prevent further abuse and to maintain children in their homes, if at all possible.

BACKGROUND:

In April 2001, the Mental Health Services division issued a Notice of Pre-Proposal Survey for the Child Abuse Mental Health Treatment Program to which the Family Service Agency of San Mateo County, Inc. (FSA) responded. In June 2001, FSA was selected to provide these services for San Mateo County youth and their families. On December 16, 2003, your Board approved an agreement with FSA for these services for the term July 1, 2003 through June 30, 2004. This Agreement is currently on the continuing resolution.

 

In November 2004, Mental Health Services issued a Request for Proposals for the provision of a mental health child abuse treatment program for abused children, youth and their families. In December 2004, Edgewood Center for Children and Families was selected to provide these services effective February 1, 2005. Subsequently, Mental Health Services received a termination letter from FSA effective March 31, 2005. During the period from February 1, 2005 through March 31, 2005 child abuse treatment program services are being transitioned from FSA to Edgewood.

 

DISCUSSION:

This Agreement is being amended to extend the term of the Agreement from June 30, 2004, to March 31, 2005.

 

The Amended Agreement has been reviewed and approved by County Counsel and Risk Management.

 

FISCAL IMPACT:

The Agreement maximum is being increased from $772,733 to $1,300,464. The increase of $527,731 has been included in the FY 2004-05 budget. For FY 2004-05, an anticipated $320,993 will be covered by Federal and State Medi-Cal, $100,500 will be transferred to Mental Health Services from Human Services Agency for these services, and $100,345 will be paid by State Child Abuse Prevention Funds. Sales tax from realignment will cover $716, and net County cost will fund $5,177 which is the EPSDT match.
