Designation of Crestwood Manor – Sacramento as a licensed facility for post-certification intensive treatment

   

RECOMMENDATION:

Adopt a resolution designating Crestwood Manor – Sacramento as a licensed facility for post-certification intensive treatment not to exceed 180 days under Section 5304 of the Welfare and Institutions Code

 

VISION ALIGNMENT:

Commitment: To ensure basic health and safety for all.

Goal 8: Help vulnerable people - the aged, disabled, mentally ill, at risk youth, and others - achieve a better quality of life.

 

This Agreement contributes to this commitment and goal by providing mental health services to a vulnerable population.

 

BACKGROUND:

San Mateo County has contracted with Crestwood Behavioral Health, Inc. since 1988 to provide long term care mental health services for San Mateo County residents. On October 19, 2004, your Board approved an agreement with Crestwood for the term July 1, 2004 through June 30, 2007 for long term care services.

 

Section 5304 of the California Welfare and Institutions Code provides that the court may remand a person named in a petition for post-certification mental health treatment to the custody of a licensed health facility designated by the county of residence of that person for a period of intensive treatment not to exceed 180 days from the date of court judgment.

 

DISCUSSION:

Napa State Hospital and Cordilleras Mental Health Rehabilitation Center are the only facilities designated by your Board of Supervisors to provide County residents with post-certification intensive treatment under Section 5304 of the Welfare and Institutions Code.

 

The designation of Crestwood Manor – Sacramento as an alternate site for post-certification intensive treatment will give the County greater flexibility in making timely placements of seriously mentally ill adults to the most appropriate and cost-effective levels of care.

 

Currently, a patient is in the inpatient psychiatric unit of the San Mateo Medical Center awaiting transfer to an available post-certification treatment facility. Cordilleras is unavailable at this time due to the flu outbreak, and our allotment at Napa State Hospital is being fully utilized.

 

These services will be covered under the current agreement with Crestwood.

 

The resolution has been reviewed and approved by Risk Management and County Counsel.

 

FISCAL IMPACT:

This action will result in savings to the County. To house a patient at San Mateo Medical Center costs approximately $795 per bed per day. To purchase an additional bed at Napa State Hospital costs approximately $347 per bed per day. Crestwood Manor – Sacramento costs approximately $145 per bed per day.
