Passenger Loading Zone on Middlefield Road (County Road No.29-B) for the San Mateo County Day Labor “Pilot” Program - North Fair Oaks Community near Redwood City

 

Recommendation

Adopt a resolution designating a passenger loading zone adjacent to 2920A Middlefield Road to facilitate the pick up and drop off of day laborers at the San Mateo County Day Labor “Pilot” Program (Pilot Program) facility which is proposed to be located at this site.

The establishment of the passenger loading zone will provide a safe location to facilitate the matching of job seekers with potential employers.

 

Background

Previous Board Action

Approved a General Fund appropriation for $20,000 in the FY 2004-05 Budget to help finance the creation and operation of a day labor program in the North Fair Oaks area.

 

Adopted Ordinance No. 7.24.690 which established a two (2) hour parking zone between the hours of 9:00 a.m. and 4:00 p.m. on both sides of Middlefield Road and which allowed for the creation of loading zones within the two hour parking zones.

 

History

Members of the North Fair Oaks community contacted Supervisor Jacobs-Gibson and expressed their concerns regarding the use of the sidewalks and adjoining areas at 5th Avenue and El Camino Real as a daily gathering place for up to 100 laborers seeking employment.

 

The Fair Oaks Community Council and members of the Latino Outreach Task Force of the Redwood City Chamber of Commerce have expressed their support for the development of the Pilot Program in the North Fair Oaks area to provide a location where day laborers can seek employment, and several area merchants have contributed funding for the Pilot Program.

 

The proposed Pilot Program will provide community outreach, assistance for both laborers and job providers, and a dedicated location to facilitate its implementation. The various elements of the Pilot Program are currently being developed using input from the community and area merchants.

 

Discussion

The Human Services Agency is currently negotiating a contract with a service provider to operate the Pilot Program, the property at 2920A Middlefield Road was identified as a suitable location for the Pilot Program, and the merchants in the area have agreed to this location.

 

We are recommending that a passenger loading zone be established that would supercede the timed parking as allowed by the Section 7.24.690 of the Ordinance Code as day labor employment frequently involves early morning pick up and late evening drop off. The loading zone will avoid the need for potential employers to double park in the street while negotiating for day laborers, and will enable day laborers to safely access transportation to their work site.

 

A resolution authorizing the establishment of the passenger loading zone has been approved as to form by County Counsel.

 

Fiscal Impact

The installation of necessary signs and curb painting is estimated to cost $1,000 and is proposed to be funded with Road Funds that have been appropriated this fiscal year to finance small road related improvements or traffic related installations.

 

There is no impact to the General Fund for the installation of signs and curb painting. General Fund and merchant contributions will be used to help finance start up and operating costs of the Pilot Program.
