Recommendation
|
Adopt a resolution adopting plans and specifications, determining prevailing wage scales, and calling for sealed proposals for the construction of pedestrian access improvements adjacent to the Fair Oaks Elementary School.

Previous Board Action

Adopted Resolution No. 64819, authorizing the Director of Public Works to apply for and accept a Federal “Safe Routes to School” (SRS) grant to partially fund the construction of walkways adjacent to the Fair Oaks Elementary School.

Authorized the Director of Public Works to execute agreements with cities, utility companies and special districts for work less than $50,000 proposed to be done in conjunction with County road projects.

History
|
Fair Oaks Elementary School (School) is situated in an area that has a mix of commercial and residential use. Approximately 60% of the students walk to School and access the School grounds via Oakside or Hampshire Avenues. Your Board authorized the Director of Public Works in cooperation with the Redwood City Elementary School District to apply the previously described grant to improve the pedestrian access to the School from these streets.

Discussion
|
The State of California Department of Transportation (Caltrans), which administers the federal SRS funding, has authorized the County to proceed with advertising for bids for the project.
|
|
This project qualifies for a Categorical Exemption pursuant to Section 15301(C), Class 1 of the Public Resources Code (California Environmental Quality Act [CEQA]), and a Notice of Exemption has been filed with the County Clerk Recorder as provided by County guidelines.
|

A resolution has been approved as to form by County Counsel.
|

The estimated cost of construction is $145,000, which is proposed to be financed as follows:

The reimbursement percentage for SRS Projects is 90% of the total project cost. The eligible costs cover preliminary engineering, construction engineering, and construction costs. The remaining 10% is proposed to be financed with County Road funds.

The Director, as authorized by your Board, has executed an agreement which provides that the County will be reimbursed for the cost of constructing a driveway as requested by the School, as driveway costs are not considered an eligible item by Caltrans. Redwood City has executed the agreement on behalf of the School.

There is no impact to the General Fund.
