RECOMMENDATION:
|
Adopt a Resolution authorizing the President of the Board to execute an Agreement with the Redwood City School District (RCSD) for the Fair Oaks School Community Policing Partnership Program, with reimbursement of $226,264 to the Sheriff’s Office, for a three (3) year term commencing August 1, 2004 through July 30, 2007.

VISION ALIGNMENT:
|
This Agreement aligns with Goal No.7, “Maintain and enhance the public safety for all residents and visitors;” of the Shared Vision Commitment to “Ensure basic health and safety for all,” by improving school safety and student development as well as building a collaborative partnership with the RCSD.
|
|
BACKGROUND:
|
In 2004, RCSD applied for and received a $321,437 award through the School Community Policing Program (SCPP) grant, administered by the Office of the Attorney General and the California Department of Education, through the School/Law Enforcement Partnership (SLEP) program. The focal point of the SCPP program is on problem solving and partnering as well as offering a unique opportunity for education and law enforcement agencies to jointly analyze problems and develop solutions through innovative and collaborative thinking.

DISCUSSION:
|
RCSD wishes to enter into an Agreement with the Sheriff’s Office for provision of expanding the school community policing approach to deal with school crime and safety issues.
The proposed Agreement, which was approved by the Redwood City Council in November 2004, is for a three (3) year term commencing on August 1, 2004 through July 30, 2007, with a total reimbursement amount of $226,264 to the Sheriff’s Office.
The Sheriff’s Office will provide Fair Oaks School with a School Resource Officer (SRO) and Parent / Youth Outreach Worker for an average weekly total of 55 hours.
The assigned SRO and Parent / Youth Outreach Worker will:

Identify, support and provide counseling for at-risk youth, parents, and families, individually and collectively;
|
2)
|
Establish an in-service training program for all school staff, designed to assist with identifying at-risk children and youth, communicating effectively with those pupils, and appropriately referring those pupils for counseling;
|
3)
|
Promote positive sports and cultural activities through exposure to the Sheriff’s Activities League;
|
4)
|
Provide conflict resolution and youth mediation programs through referrals to the Sheriff’s Office Juvenile Diversion Program;
|
5)
|
Provide positive interaction with students;
|
6)
|
Mentoring; and
|
7)
|
Character education.
|
By providing these vital services, the Sheriff’s Office can ensure that law enforcement becomes an integral facet of the school community as well as continue a visible and active presence on and around school campuses.
County Counsel has reviewed and approved the Resolution and Agreement as to form.

FISCAL IMPACT:
|
The Agreement provides reimbursement from RCSD to the Sheriff’s Office in the total amount of $226,264 for the three (3) year term commencing on August 1, 2004 through July 30, 2007.
The Sheriff’s Office will provide a match in the total amount of $62,535, or $20,845 per year. The match includes partial costs of the:

1)

Sheriff’s Athletics League Director in the amount of $10,000 per year;
|
2)
|
School Resource Officer (5 hours weekly) in the amount of $9,845 per year; and
|
3)
|
Four (4) annual Community Dialogues in the amount of $1,000 per year.
|
The Sheriff’s Office match and revenue received from RCSD have been included in the Sheriff’s Office budget. Therefore, there will be no new impact on the County’s General Fund.
