RESOLUTION AUTHORIZING THE SHERIFF TO EXECUTE AGREEMENTS IN CONNECTION WITH THE NORTHERN CALIFORNIA REGIONAL TERRORISM THREAT ASSESSMENT CENTER (NC RTTAC)

 

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that

 

WHEREAS, the County of San Mateo has been awarded a law enforcement grant from the Department of Homeland Security, which provides funding for the creation and operation of the Northern California a Regional Terrorist Threat Assessment Center (NC RTTAC); and

 

WHEREAS, it has been determined that the most efficient way of administering the NC RTTAC program is to co-locate it with the Northern California High Intensity Drug Trafficking Area (NC HIDTA) and for the NC HIDTA Administration to oversee the NC RTTAC as well as the NC HIDTA; and

 

WHEREAS, the San Mateo County Sheriff serves as the fiscal agent and fiduciary for the Northern California HIDTA Executive Committee, and in this capacity receives, deposits and disburses the funding for NC HIDTA initiatives through the Controller of the County of San Mateo and will do the same for NC RTTAC grant funds; and

 

WHEREAS, administration of the RTTAC grant will require the execution of multiple agreements, and the most efficient way to administer of the NC RTTAC grant funds is to authorize the Sheriff or his designee to sign NC RTTAC agreements on behalf of the County of San Mateo; and

 

NOW THEREFORE, IT IS HEREBY DETERMINED AND ORDERED that the Sheriff or his designee, in his capacity as fiscal agent for NC HIDTA as described herein, is hereby authorized and directed to execute Agreements which involve the expenditure of NC RTTAC funding for and on behalf of the County of San Mateo. This authority is subject to the budget for the grant that contains the RTTAC funding, and is subject to the County Counsel’s review as to form of the agreements signed by the Sheriff in this capacity.
