County Employee’s Service as Interim Executive Director for the Health Plan of San Mateo

 

RECOMMENDATION:

 

1) Adopt a resolution authorizing the execution of an agreement between the County of San Mateo and the Health Plan of San Mateo

 

2) Adopt an ordinance amending the salary ordinance adding one position of Executive Director of the Health Plan of San Mateo.

BACKGROUND:

The Health Plan of San Mateo provides local control over administration of Medi-Cal and other related health services for residents of the County of San Mateo. The Health Plan also administers Healthy Kids (health insurance for all children in county), Healthy Families (health insurance for families whose income exceeds the Medi-Cal eligibility limits), and Health Worx (health insurance for IHSS workers).

 

The Health Plan of San Mateo’s contract with the State of California requires that the Health Plan have an Executive Director, and the current Executive Director, who has served in that capacity for over twelve years, has announced his retirement effective July 1, 2005. It is expected it will take approximately a year for the Health Plan of San Mateo to secure the services of a permanent Executive Director.

 

DISCUSSION:

In the interim, it is proposed that the Health Services Agency would “lend” one of its employees to the Health Plan to serve as an Interim Executive Director. The Health Plan’s Human Resource Committee has interviewed and selected Maya Altman, who is the Health Services Agency’s Director of Finance and Administration, to serve as Interim Executive Director for one year, effective July 1, 2005.

 

The County Manager and the Chair of the Health Commission would be authorized to agree to an earlier start date if it can be arranged that Ms. Altman begin her work at the Health Plan before July 1, as there is currently a vacancy for the position of Director of Finance and Administrative Services.

 

The Health Plan will fully reimburse the county for all expenses incurred in connection with Ms. Altman’s employment, including her salary and the same benefits as those received by other county department heads.

 

The salary ordinance would create the position of Executive Director of the Health Plan of San Mateo.

 

FISCAL IMPACT:

There is no fiscal impact as the Health Plan will fully reimburse the county for all expenses incurred in connection with Ms. Altman’s employment.
