SUBJECT:

Agreement with Regents of the University of California for medical direction and consultation to Emergency Medical Services.

 

RECOMMENDATION:

Adopt a resolution authorizing the President to execute an agreement with the Regents of the University of California, on behalf of the San Francisco General Hospital Clinical Practice Group, for medical direction and consultation to the Emergency Medical Services Program for the term of January 1, 2005 – December 31, 2006 in an amount not to exceed $205,080.

The contract with UCSF contributes to this goal by assuring that quality and timely ambulance services is available for all county residents.

BACKGROUND:

California law requires that each local Emergency Medical Services (EMS) agency have an EMS Medical Director and specifies that these services may be provided by contract. In 1998 the Health Department issued an RFP that resulted in a contract with the Regents of the University of California. Since 1999, UCSF has been providing the services through its employee, Dr. Karl Sporer. The current contract expired December 31, 2004.

 

DISCUSSION:

Under UCSF’s strong medical leadership, the EMS Program has developed excellent medical protocols and a very effective quality improvement program.

 

In addition to EMS Medical Direction, the contractor has provided valuable medical consultation to other divisions of the Health Department regarding issues such as the chemical agents of bioterrorism and emergency medical protocols for clients in various county facilities. Through this close collaborative relationship UCSF has published research regarding pre-hospital medical care based upon experience in San Mateo County.

 

FISCAL IMPACT:

The term of the Agreement is January 1, 2005 through December 31, 2006. The maximum contract amount is $205,080. The cost for the remainder of FY 2004-05 is $51,270 and is included in the 2004-05 approved budget. $102,540 will be included in the FY 2005-06 recommended budget, and $51,270 will be in the 2006-07 budget. The annual amount of the contract is $102,540, an increase of $13,152 over the previous contract. The increase is a result of the actual increase in cost of the physician to UCSF.

 

There is no net county cost for the EMS program. EMS is funded by the EMS fund which is derived from assessments on moving violation traffic fines, charges to American Medical Response for medical oversight services, late response time penalties, and pre-hospital personnel certification fees. This agreement will not result in any net county cost, nor will it create future county cost
