Application for Federal Surface Transportation Program Funding – Resurfacing of Guadalupe Canyon Parkway - Daly City/Brisbane Area STP-T3-1-SFLSR

 

Recommendation

Adopt a resolution authorizing the Director of Public Works to submit an application for grant funds pursuant to the Metropolitan Transportation Commission’s guidelines for Local Streets and Roads STP-T3-1-SFLSR Federal Funding Program, to finance a portion of the costs of resurfacing Guadalupe Canyon Parkway.

Authorizing an application for federal grant funds can result in federal funding to help finance the improvement of the road for the benefit of the public.

 

Background

Previous Board Action

Authorized the Director of Public Works to apply for federal funding for projects on other County roads in previous fiscal years.

 

History

The City County Association of Governments (C/CAG) administers the allocation of federal funding for road projects that is made available through the Metropolitan Transportation Commission (MTC). C/CAG has informed us that federal grant funds have become available and that the County is eligible to apply for the funds.

 

The Grant funds must be spent on roads that have been identified as being on MTC’s Metropolitan Transportation System (MTS).

 

Discussion

Guadalupe Canyon Parkway, County Road No. 69, is a major arterial road that provides an east/west connection between Daly City and the City of Brisbane over San Bruno Mountain. The road is identified as being on MTC’s MTS system and we believe it should be resurfaced. Staff will develop plans and specifications for the proposed project within the time frame specified in order to meet federal grant requirements (June 1, 2005) if your Board approves of our applying for the funds.

 

A resolution that complies with MTC’s requirements has been approved as to form by County Counsel.

 

Fiscal Impact

The total project is greater than the grant amount as the local agency has to provide at least 11.47% of the total project funding. The project is proposed to be financed as follows:

We are proposing to initially finance the project with Road Funds as federal grant funds are received on a reimbursable basis. We will request an appropriation of Road Funds in the 2005/06 Fiscal Year to finance the project as that is when the federal funds will be available for allocation. The Road Fund will be reimbursed once grant funds are received.

 

There is no impact to the General Fund.
