RESOLUTION MODIFYING THE MEMBERSHIP REQUIREMENTS OF THE WORKFORCE INVESTMENT BOARD OF SAN MATEO COUNTY

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that

 

WHEREAS, this Board of Supervisors has previously adopted Resolutions No. 63444 and 65340, creating the Workforce Investment Board of San Mateo County, whose purpose is to serve as a partner to the Board of Supervisors in connection with the administration of funding for federal job training programs, and further specifying the responsibilities and membership of the Workforce Investment Board; and

 

WHEREAS, the Workforce Investment Board is required and authorized by federal law, i.e., 29 U.S.C. 2801 et seq.; and

 

WHEREAS, the membership of the Workforce Investment Board was previously set by this Board at twenty-nine (29) persons along with any such other individuals or representatives of entities as this Board determined to be appropriate; and

 

    WHEREAS, this Board wishes to modify the membership requirements of the Workforce Investment Board, in accordance with applicable law, to allow the Workforce Investment Board more flexibility with respect to the number of members it is required to have;

 

NOW THEREFORE, IT IS HEREBY DETERMINED AND ORDERED

 

    1. Subject to the modifications set forth in this resolution, this Board of Supervisors confirms the contents of Resolution Nos. 63444 and 65340.

 

    2. The membership of the Workforce Investment Board shall include: (a) representatives of local educational entities; (b) representatives of labor organizations; (c) representatives of community-based organizations; (d) representatives of economic development entities; (e) representatives to cumulatively represent each of the one-stop partners as defined in 29 U.S.C. 2801(30), (f) such other individuals or representatives of entities as the chief elected official in the local area may determine to be appropriate, and (g) one other individual or representative of an entity as the board of Supervisors determines to be appropriate, all in accordance with 29 U.S.C. 2801 et seq. as may amended from time to time, as well in accordance with these resolutions and any past resolutions of this Board that are not superseded herein.

 

    3. The total membership of the Board shall not be limited to twenty-nine (29) members. Rather, the total membership of the Board may be greater than, or less than, twenty-nine (29) so long as Board membership remains in accordance with 29 U.S.C. 2801 et seq. and the bylaws of the Workforce Investment Board, as each may be amended from time to time.

 

    4. The Board shall not be required to have a minimum of two (2) representatives of each of the following: (a) local educational entities; (b)  community-based organizations; and (c) economic development entities and shall not be required to have a minimum of four (4) representatives to cumulatively represent each of the one-stop partners. Rather, the number of representatives of each of the aforementioned groups may be less than the previously stated minimum numbers so long as such representation remains in accordance with 29 U.S.C. 2801 et seq. and the bylaws of the Workforce Investment Board, as each may be amended from time to time.
