Amendment to the Agreement with Graham Beaumont, M.D.

 

RECOMMENDATION:

 

Adopt a resolution:

 

A) Authorizing the President of the Board to execute an Amendment to the Agreement with Graham Beaumont, M.D. to increase the Agreement maximum by $50,000 to a total obligation of $150,000; and

 

B) Authorizing the Director of the Health Department to execute subsequent amendments and minor modifications not to exceed $25,000 in the aggregate and to make minor changes in the types of services and activities provided under the Agreement.

Goal 8: Help vulnerable people - the aged, disabled, mentally ill, at-risk youth, and others - achieve a better quality of life.

 

This agreement contributes to this commitment and goal by providing needed mental health services for San Mateo County youth and adults.

* Data was not collected for services rendered by individual providers of the Mental Health Plan (MHP) in FY 2004-05. The MHP will collect baseline data on this measure in FY 2005-06.

 

BACKGROUND:

In March of 1995, your Board approved the acceptance of State and Federal funds to implement the San Mateo County Managed Care Mental Health Plan (MHP). As part of this plan, the Mental Health Services Division offered contracts to any and all qualified and willing providers to provide mental health services to San Mateo County Medi-Cal, Healthy Families, Healthy Kids and HealthWorx clients and to uninsured clients, and others for whom we assume responsibility.

 

Dr. Beaumont joined our managed care provider network at its inception in April of 1995 and has continued as a provider of psychiatric services since that time. On April 8, 2003, the County Manager approved an agreement with this provider for the term of July 1, 2002, through June 30, 2005.

 

DISCUSSION:

Dr. Beaumont is one of a small number of managed care network psychiatrists who provide on-going services to San Mateo County MHP clients. Due to the shortage of psychiatrists in the Bay Area generally, and in our mental health network specifically, he is providing a greater amount of service than anticipated when his contract was prepared. The volume of service is greater than what is typical for MHP providers.

 

County Counsel has reviewed and approved this amended agreement and resolution and Risk Management has approved the insurance coverage for this provider.

 

FISCAL IMPACT:

The term of this agreement remains July 1, 2002 through June 30, 2005. This contract is structured on the basis of fee-for-service rates. The agreement maximum is being increased by $50,000 for a new maximum of $150,000. Only services authorized by the San Mateo County Mental Health Services ACCESS Team will be paid. This agreement is funded through State and Federal Medi-Cal funds. There is no net County cost.
