SUBJECT:

FY 2004-05 Second Amendment to Flat Rate Agreement with Daytop Village, Inc.

 

RECOMMENDATION:

Approve a Second Amendment to the FY 2004-05 Agreement with Daytop Village, Inc. (“Daytop”) pursuant to which Daytop would provide Drug/Medi-Cal (D/MC) Day Care Habilitative Treatment (DCH) Services.

Goal(s): Help vulnerable people – the aged, disabled, mentally ill, at-risk youth and others – achieve a better quality for life.

The Second Amendment with Daytop contributes to this commitment and goal by providing DCH services to individuals in San Mateo County to teach them the skills and knowledge necessary to live alcohol and drug free lives, which in turn contributes to the health and safety of the communities in San Mateo County.

BACKGROUND:

On March 4, 2003, the County of San Mateo entered into a Flat Rate Agreement with Daytop pursuant to which Daytop provided, among other services, D/MC Day Care Habilitative Treatment Services to its adolescent clients for the FY 2003-04. On July 27, 2004, the Board of Supervisors approved Flat Rate Agreements with twelve (12) contractors, including Daytop, for the provision of alcohol and drug prevention and treatment services. Due to Daytop’s lack of adequate facilities/space to provide DCH services to adolescent clients, the FY 2004-05 Agreement with Daytop did not include such services, which are critical to adolescent clients.

 

DISCUSSION:

Daytop Village, Inc. has recently expanded their adolescents’ facility from a 21 bed to a 45 bed residential facility, which will enable them to serve more clients. The newly expanded facility will allow the provider to admit twenty eight (28) program participants and provide one thousand two hundred fifty one (1,251) allocated visit days to adolescent clients.

 

FISCAL IMPACT:

The maximum cost for DCH services for FY 2004-05 is EIGHTY FIVE THOUSAND DOLLARS ($85,000) which is funded through the State Net Negotiated Agreement. With this addition the total obligation for the contract for FY 2004-05 will increase to seven hundred ninety three thousand one hundred dollars ($793,100). There is no Net County Cost associated with this Amendment.
