Annexation of Property to the Emerald Lake Heights Sewer Maintenance District - Lands of Blum – Redwood City Area

 

Recommendation

Acting as the Governing Board of the Emerald Lake Heights Sewer Maintenance District (District), adopt a resolution setting a time and place for a public hearing to consider the proposed annexation of the Lands of Blum to the Emerald Lake Heights Sewer Maintenance District.

Your Board authorizing a public hearing to consider the proposed annexation, can result in providing effective sanitary sewer service to a parcel in a suburban area that would otherwise use an “on-site” method to handle wastewater, which could have an impact on neighboring residents.

 

Background

Previous Board Action

Entered into an agreement (Agreement) with the City of Redwood City (City) that allows the District to provide sewer service to properties within the corporate limits of the City that are adjacent to District-owned and operated facilities.

 

History

The Redwood City/District Agreement as described above requires properties within the City that are proposed to be served by the District to be annexed to the District, and also requires the City to approve said annexations into the District. A public hearing to consider an annexation to the District is required pursuant to Section 4860 et seq. of the Health and Safety Code.

 

Discussion

Timothy E. Blum and Pamela A. Blum, current owners of the property within Redwood City at 4108 Jefferson Ave and identified by Assessor’s Parcel Number 068-205-110, have requested that their property be annexed to the District for the purpose of receiving sewer service. Their existing septic system failed and they received a letter from the Office of Environmental Health permitting them to expedite a connection.

 

We have determined that the property can be served through the facilities of the District and the City has agreed to provide the necessary sewer treatment capacity for the property.

 

We are recommending that a public hearing be set for your regular meeting of May 17, 2005, at 9:00 a.m., and we will post and publish the required notices if your Board adopts the proposed resolution.

 

A resolution has been approved as to form by County Counsel.

The property owner has paid or will pay all required fees for the parcel as follows:
