SUBJECT:

Sewer System Improvements - Dumbarton Avenue, Oakside Avenue, Fair Oaks Avenue, Barron Avenue, Bay Road, 12th Avenue, and Spring Street - Fair Oaks Sewer Maintenance District (County Project No. SF600, F-36 [373A])

 

Recommendation

Acting as the governing board of the Fair Oaks Sewer Maintenance District, adopt a resolution adopting plans and specifications, determining prevailing wage scales, and calling for sealed proposals for the improvement of sanitary sewer mains in portions of the streets as referenced above.

The proposed project will improve the condition of the sewer system for the benefit of the public.

 

Background

Previous Board Action

Authorized a System Evaluation Study (Study) of the facilities of the sanitary sewer and water systems of the special districts governed by your Board. The sewer system of the Fair Oaks Sewer Maintenance District was included in this study.

 

History

The Study recommended improvement in the Fair Oaks Sewer Maintenance District facilities to improve the hydraulic capacity of the overall sewer system to prevent system overflows.

 

Discussion

The proposed project is consistent with the recommendations in the Study. We have also included the construction of a storm drain that parallels the proposed sewer work near 12th Avenue and Edison Way, as the storm drain was omitted from the previous Edison Way Reconstruction Project due to unresolved utility facility conflicts at that time.

   

The proposed storm drain to be installed is adjacent to an existing City of Redwood City (City) water main and we are in the process of negotiating with the City on the location and alignment of the proposed pipe. We have specified in the contract documents that the County has the option to eliminate the storm drain work from the contract if no agreement is reached between the City and the County prior to your Board awarding a contract for the work.

   

This project qualifies for a Categorical Exemption pursuant to Section 15302, Class 2, of the Public Resources Code (California Environmental Quality Act [CEQA]), and a Notice of Exemption has been filed with the County Clerk Recorder as provided by County guidelines.

   

A resolution has been approved as to form by County Counsel.

   

Fiscal Impact

The estimated cost of construction is $2,500,000, which is proposed to be financed as follows:
