Honorable Board of Supervisors

Neil R. Cullen, Director of Public Works

SUBJECT:

Colma Creek Flood Control Zone Advisory Committee Appointment and Reappointment

Recommendation

Acting as the Governing Board of the San Mateo County Flood Control District, adopt a resolution appointing Barry Nagel as the South San Francisco representative, and reappointing Michael Kaiser as the San Bruno representative, to the Colma Creek Flood Control Zone Advisory Committee for the term of April 1, 2005 to March 31, 2009.

Vision Alignment

Commitment: Responsive, effective and collaborative government.

Goal 22: County and local governments effectively communicate, collaborate and develop strategic approaches to issues affecting the entire County.

Your Board approving the appointment and reappointment will continue the involvement of representatives of the cities within the Colma Creek Flood Control Zone in the decision making process associated with the Zone’s flood control projects.

Background

Previous Board Action

Ø

Created the Colma Creek Flood Control Zone Advisory Committee (Committee) in conjunction with the Colma Creek Flood Control Zone and specified the Committee’s membership, responsibilities and standing rules for governance.

Ø

Adopted Standing Rules for County Boards, Commissions and Advisory Committees in 2002.

History

The Committee is comprised of nine members that are appointed by your Board. Each city within the Colma Creek watershed recommends an appointment to the Committee and four members are appointed “at large” by your Board.

The terms of the members of the Committee were staggered in 2002 in order to comply with your Board’s “Standing Rules for County Boards, Commissions and Advisory Committees.”

Discussion

The South San Francisco City Council has requested that Mr. Nagel, the City Manager, represent the City of South San Francisco on the Committee, and we are recommending his appointment. He will be replacing Mike Wilson who has retired.

The San Bruno City Council has requested that Mr. Kaiser continue to represent the City of San Bruno and we are recommending his reappointment.

A resolution has been approved as to form by County Counsel.

Fiscal Impact

There is no direct impact to the funds of the Colma Creek Flood Control Zone as the Committee members serve without compensation. There is also no impact to the General Fund as all costs associated with the Flood Control Zone are financed from property taxes levied by the zone and collected within the Zone.
