RESOLUTION IN SUPPORT OF ASSEMBLY JOINT RESOLUTION 14 (YEE) TO OPPOSE STATE ENHANCED AUTHORITY FOR COASTAL AND OFFSHORE RESOURCES (SEACOR) AND OPPOSITION TO PROVISIONS OF THE FEDERAL ENERGY BILL

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that

 

WHEREAS, the United States Congress is currently considering a federal energy package that fails to establish a meaningful sustainable resource and energy policy that reduces the nation’s reliance on fossil fuels;

 

WHEREAS, proposals being considered would open the largest coastal region, the Arctic National Wildlife Refuge (ANWR) to oil drilling and promote State Enhanced Authority for Coastal and Offshore Resources (SEACOR);

 

WHEREAS, if adopted SEACOR would void the long-standing bipartisan offshore oil leasing moratorium and with provisions of the federal energy bill would centralize authority with the Secretary of the interior over offshore oil and natural gas facilities disenfranchising state and local control;

 

WHEREAS, the 1969 oil spill of 3,200 gallons of crude oil, which fouled Santa Barbara County, California beaches and oceans, provided the impetus to fully protect the 1,100 mile spectacular and economically significant California coastline from future drilling.

 

NOW, THEREFORE, IT IS HEREBY DETERMINED AND ORDERED that the Board of Supervisors of the County of San Mateo, State of California hereby support the California Legislature’s adoption of Assembly Joint Resolution 14 (Yee) to request Congress continue the federal offshore oil and gas leasing moratorium for fiscal year 2006 and beyond and oppose any efforts to remove state and local control over oil and gas facilities.
