Request to Adopt a Resolution amending the Services Agreement between The County and Leckey Consulting, LLC to provide additional services, and increasing the total contract amount.

 

RECOMMENDATION:

Adopt a Resolution authorizing an amendment to the Agreement with Leckey Consulting, LLC, to provide training and acceptance testing services related to the County’s Integrated Financial Accounting System (IFAS), increasing the amount paid by an additional $25,000 and bringing the total not to exceed amount of the agreement from $265,500 to $290,500. The term of this Agreement will still cover the period from September 1, 2004 through June 30, 2005.

BACKGROUND:

The County purchased proprietary financial accounting software (IFAS) in the 1994/95 fiscal year for use beginning in the 1995/96 fiscal year. Since that time, the software vendor, SunGard Bi-Tech Inc., has provided the County with annual maintenance and support of this proprietary system.

Steve Leckey, of Leckey Consulting, LLC, has provided the County with IFAS implementation and analyses services since the implementation of IFAS. Mr. Leckey has detailed knowledge of the County’s accounting environment and processes as well as vast experience in large system implementations and conversion such as the IFAS upgrade requires.

 

DISCUSSION:

SunGard Bi-Tech has developed a new interface that will make IFAS more productive and easier to use. This “browser based” interface allows users to see IFAS using only a web browser. The Information Services Department (ISD) believes it can provide ongoing support to the IFAS environment and that the browser based interface is preferred for future County applications. The original agreement between the County and Leckey Consulting, LLC, did not include services for additional training and acceptance testing of the IFAS 7i system by Leckey Consulting Inc. which now appear necessary to fully support the IFAS environment within the County system. Leckey Consulting, LLC is willing and available to provide these services within the context of its current contract with the County for an additional $25,000 increasing the total not to exceed amount of that Agreement from $265,500 to $290,500. The term of this Agreement will still cover the period from September 1, 2004 through June 30, 2005.

 

FISCAL IMPACT:

Funds are available in the IFAS Upgrade project budget for the requested additional $25,000 increasing the total not to exceed amount from $265,500 to $290,500.
