Agreement with Trilogy Integrated Resources, LLC, (Trilogy) to maintain the state-of-the-art Network of Care web site for Aging and Adult Services (AAS) and Mental Health Services (MHS)

 

RECOMMENDATION:

Adopt a Resolution:

A.

Waiving the Request for Proposal (RFP) process

B.

Authorizing the execution of an Agreement with Trilogy to maintain the Network of Care web site for Aging and Adult Services and Mental Health Services from May 1, 2005 through June 30, 2006, in the amount not-to-exceed $121,600

C.

Authorizing the Director of the Health Department to execute subsequent amendments and minor modifications not to exceed $25,000 and to make minor changes in the types of services and activities provided under the Agreement

This Agreement contributes to these goals by enabling residents to access a wide range of current national and local resource information for the mental health community, seniors and adults with disabilities.

BACKGROUND:

This is a sole source provider whose initial contract in FY 2003-04 with MHS was to build and maintain the Network of Care web site. The development of the original web site was funded in 2001 through a grant from the California Department of Aging to Alameda and Sacramento Counties. Those counties conducted an RFP process that resulted in the selection of Trilogy to produce the web site. Subsequently, the State Department of Mental Health commissioned this contractor to develop a similar county-based mental health Network of Care web site for San Diego County. It was a requirement that the site be designed for replication with other counties. This arrangement allows counties to pay only a portion the cost for the basic website and focus on the customized parts relevant to their jurisdiction.

 

The site (www.networkofcare.org) is an invaluable low-cost resource to the community during a time when direct services are increasingly limited. Additionally, the San Mateo County Commission on Aging Community Based Continuum of Care committee researched various ways to assist consumers and providers with access to information about services. The Commission also determined the Network of Care was the most effective way for broadly disseminating information about services to seniors and adults with disabilities and recommended that AAS establish a Network of Care web site.

 

DISCUSSION:

Contractor will maintain the state-of-the-art Network of Care web site that was built in FY 2003-04 for the MHS in addition to adding a web site for AAS. The sites combine a wide range of current national resource information common to all counties, and local resource information unique to the host county. The sites aim to make information relevant to seniors, adults with disabilities and those with mental health issues more broadly available to consumers, family members, providers, community members, and other stakeholders via the Internet.

 

County Counsel has reviewed and approved the Resolution and Agreement as to form, Risk Management has reviewed and approved the Contractor’s insurance coverage. This project has been reviewed and approved by ISD.

 

FISCAL IMPACT:

The term of this Agreement is May 1, 2005 through June 30, 2006. The total obligation under this Agreement is $121,600. The Mental Health Services’ portion is $44,800 funded 100% through realignment. Aging and Adult Services’ portion is $76,800 and is funded through Older American Act funds. There is no Net County Cost associated with this project.
